Updated January 2025 – Gem Lake Consolidated Land Use Ordinance No. 131 92 <br /> <br /> <br />1. Prior to the start of construction or remodeling that will create a new building or structure or will <br />change the outside dimensions of any building or structure located in a commercial or business <br />zoning district, six (6) copies of the following data must be furnished to the Zoning <br />Administrator. <br /> <br />1. Existing Improvements. Copies of a Registered Surveyors Report drawn to a scale not <br />smaller than one inch equals fifty feet (1" = 50') for the lot upon which the structures <br />will be built or remodeled. Each site plan shall identify the location(s) and size(s) of all <br />existing structures, proposed structures or additions, driveways, sidewalks, parking <br />spaces and Individual Sewage Treatment Systems (ISTS). The dimensions and area <br />calculations of the lot and all building set-back lines shall also be shown. <br /> <br />2. Wetlands and Water Bodies. All wetlands and other water bodies on the property shall <br />be identified and set-back lines to all structures shall be indicated on the site plan. <br /> <br />3. Topography. A topographical survey in two (2') foot increments and at a minimum <br />scale of one inch equals twenty feet (1" = 20') for the proposed construction site which <br />includes existing topographical and natural features, proposed changes to the <br />topographical and natural features, existing structures and improvements and proposed <br />structures and improvements. <br /> <br />4. Trees and Landscape. If the proposed construction or remodeling will result in any <br />loss of existing trees or vegetation, a tree inventory and, if necessary, reforestation plan <br />as described in Section 27 shall be provided. A landscape plan shall also be provided <br />indicating existing and proposed vegetation improvements. <br /> <br />5. Fences and Screening. Details and specifications for all fencing, walls and screening <br />devices to be installed as part of the project. <br /> <br />6. Storm Water Drainage Plans. Identification of all Best Management Practices (BMP) <br />to be employed on the property to provide storm water drainage sufficient to drain and <br />dispose of all surface water accumulation within the proposed development site, said <br />BMP’s to be in accordance with Section 22 of this ordinance. These plans to be <br />reviewed by the City Engineer and the appropriate Watershed Management <br />Organization (WMO). <br /> <br />7. Sediment and Erosion Control. Identification of all Best Management Practices <br />(BMP) to be employed on the property to provide sediment and erosion control in <br />accordance with Section 22 of this ordinance. These plans to be reviewed by the City <br />Engineer and the appropriate Watershed Management Organization (WMO). <br /> <br />8. Traffic and Parking. Detailed plans showing all entrances and exits accompanied by <br />reviews by Ramsey County if development will access onto a county road or MN DOT <br />if development will access onto a state highway. Plans shall also include all interior <br />driveway and road details, parking requirements and emergency access routes. <br /> <br />9. Lighting. Lighting plans shall include all proposed installation of exterior, parking lot, <br />display and storage lot lighting. <br /> <br />10. Signage. Proposed placement, description and quantity of all sign types and associated <br />fixtures. <br /> <br />11. Structure Plans. Preliminary architectural plans including floor plans, exterior <br />elevations and description of exterior facades. <br /> <br />12. Deviations. Plans should be accompanied by a list of all Variances, Conditional or <br />Interim Use Permits, and Zoning Amendments required for the development. <br /> <br />2. Cost of Data Review. <br />
