September 18, 2025 <br /> <br /> <br />Jeff and Nikki Foley <br />8 Blue Goose Road <br />North Oaks, MN 55127 <br /> <br />RE: Conditional Use Permit and Special Home Occupation Requests for 3646 Labore Road (Parcel <br />ID 283022440005) <br /> <br />To whom it may concern, <br /> <br />On September 17, 2025, the City received your applications and payments to request a Conditional Use <br />Permit (CUP) and Variance for a Special Home Occupation to operate a home occupation providing a <br />financial services business located at the property listed above. <br /> <br />Per Ordinance No. 131, Section 17.4.2 Variance Application, Section 17.5.2 Conditional Use Permit <br />application, and Ordinance No. 134, Section 5.2, Home Occupation, your applications meet the minimum <br />requirements and are deemed complete. Based on the correspondence received on September 17, 2025, <br />the applicant stated that they will maintain the property’s primary residential use and one of the property <br />owners will reside in the dwelling unit. <br /> <br />Staff reviewed all necessary information and deemed the applications complete on September 18, 2025. <br />The 60-day period for review under Minn. Stat. § 15.99 will end on November 17, 2025. <br /> <br />The Gem Lake Planning Commission will review your application on Tuesday, October 7th at 7:00pm. The <br />meeting is located at Heritage Hall (4200 Otter Lake Rd, White Bear Township, MN 55110). It is <br />recommended that you be in attendance to answer any questions the commissioners may have regarding <br />your request.
