<br /> <br />Gem Lake News Page 2 of 6 <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Part Two would bring the water across County <br />Road E to the area near Vera Auto Sales and <br />then up Scheuneman Road towards Barnett <br />Chrysler. <br /> <br />It is projected that the cost of the project would be <br />assessed at around $8,600 per acre for Part 1, <br />and around $10,000 per acre for Part 2. <br /> <br />For Part 1, all parcels in the business district <br />would be subject to the first assessment. For Part <br />2, only those parcels that would directly benefit by <br />being able to hook up to water as a result of the <br />extension would be subject to the second <br />assessment. There are currently about six <br />businesses that would be affected by the second <br />assessment at this time. <br /> <br />Assessment amounts would take into account the <br />percentage of the serviced area that each <br />property owner has, and independent appraisals <br />done by a third party as to how much the <br />improvement would add to the value of that <br />property. At the assessment hearing, affected <br />properties in the business district would learn the <br />projected assessment for their property, and be <br />able to vocalize their opinion on the cost versus <br />benefit equation, as it pertains to their situation. <br /> <br />If all is still a go, construction would start and <br />would probably happen in the Spring of 2016. <br />There are numerous steps involved in bringing <br />additional municipal services to property owners, <br />many of these steps are required by state law. <br />Your input will be vital. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />Assessment Hearing is Next Step in Water Project <br />(continued from page 1) <br /> <br />False Alarms Can Get <br />Expensive <br /> <br />City of Gem Lake Ordinance No. 48 which has <br />been in effect since 1987, regulates the use of <br />alarm systems, establishes user fees and <br />provides penalties for false alarms. The <br />purpose of this ordinance is to encourage <br />alarm users to adequately maintain and utilize <br />their alarm systems, thereby allowing the City <br />of Gem Lake’s public safety services to be <br />available for appropriate public safety needs. <br /> <br />In section 3 of the ordinance – definition – the <br />City of Gem Lake defines a false alarm as <br />follows: A false alarm is an alarm signal that <br />elicits a response by personnel of the Public <br />Safety Department when a situation requiring a <br />responses does not, in fact, exist and which is <br />caused by the activation of the alarm system <br />through mechanical failure, pet movement, <br />alarm malfunction, improper installation, or the <br />inadvertence of the owner or lessee of an <br />alarm system or his/her employees or agents. <br />False alarms do not include alarms caused by <br />climatic conditions such as tornadoes, <br />thunderstorms, utility line mishaps, violent <br />conditions of nature, or any other conditions <br />which are clearly beyond the control of the <br />alarm manufacturer, installer or owner. <br /> <br />Under the user fee section, here is what the <br />ordinance states: An alarm user owning an <br />alarm system which precipitates or reports <br />more than three (3) false alarms in a calendar <br />year shall be subject to a penalty of $50.00 per <br />false alarm in excess of three (3) false alarms <br />in a calendar year. <br /> <br />If your system creates more than three false <br />alarms after January 1, 2016 you will be sent a <br />bill for each one in excess of the limit. <br />
