A few examples We. looked at with
another client comrnunity.ar:e €inked.below:
• City of Afton
■ City of Bayport
CitVof Stillwater
C_hisago County
• May Township
The examples range fron! allovving them through:a zoning perhi it: (such as.a CUP), a .lousiness license, or
not at all. Many communities in Ramsey County, including Gem take, require licenses for residential.
properties that are rented out; such ordinances can be amended to cover ar exclude short-term
residential rentals.:
ISSUES TO CONSIDER
There.are a couple things to consider in terms of what, if any, regEJlati.ons should be adapted in rQgards to
these. uses.
Allow or not allow
Some comniunities have gone.sc, far.as to not allow short term renting .af residential properties at all,
r Such a restrictive Ordinande would require notifying of the public that they are not allowed. Enforcement
of such an ordinance would likely -require someone to monitor listing sites for listings p.f stays within the
City; wnrild this be a reasonable use: of staff tirne? The Commission.may want to discuss whether it would
be. necessary to not allow them? There Is also the possibility that such a restrictive ordinance could be
rendered moot by the State in the future if they decide to make it a use that must be allowed.
QNIf]f' f7CCCli?It Ct, owners pr'Es.enf
Certain communities limit snort -term rentals. to homes that are owner -occupied: the homes are not just
used for rentals but are :actually the residence "or someone. t.. miting it to owner-ocLLrp..ied residences can.
prevent people' from buying a house just to list as a short=term recital unit.
There are also places th t have required th.e; homeowner be present during. the stay of guests.
Presumably this: serves as a way to help.prevent guests frorr getting rowdy.during their slay, though
regardless of whether an owner.is present the guests Would still creed to follow any local rules regarding
noise, nulsancps; etc.
Lirnrfecf numbor of clays
There are communities that have limited the re, iting to a cef.ai n nurnber of days each year. This can be a
way to prevent residences from having a 'revolvirig door' of guests every week or weekend. At the same
tine, is it necessary to. Iimit a house to say. only renting. out for x.days a year?
Pemut vs Licpnse
There are different ways such a use can be permitted. It can be permitted through a license; such as: what
the City does.for certain commercial businesses. It can be permitted through a zoning perrnit. which could
7
