Organic farm waste means crop residue and manure.
<br />Other refuse means ashes; non recyclable glass, crockery, cans; paper:, boxes, rags, and similar
<br />nornputrescible wastes, but excluding sand, earth, brick; stone, concrete, wood., and problem materials asr
<br />defined 1n Minn. Stats. § 115A,03, subd. 24a.
<br />Recyclables means materials which may be recycled or reused through recycling processes including
<br />targeted recyclables.
<br />Residential dwellingmeansany single building consisting of four or less dWelling.units with individual
<br />Kitchen facilities for each.
<br />Solid waste rnean5 garbage, refuse, sludge from a water supply treatment plant or air contaminant.
<br />treatment facility; and other discarded waste materials and sludges; in solid, sernksolid, liquid, or contained
<br />gaseous form, resulting frorn industrial, commercial, rnining:and agrico kuraI ā¯‘perations, a.nd from
<br />community activities, but does not include hazardous waste; anima1.waste used as fertilizer; earthen fill,
<br />boulders, and rocks; sewage sludge; solid or dissolved material in domestic sewage or other common
<br />pollutant in water resources, such as. silt, dissolved or suspended. solids in industrial wastewater effluents
<br />or discharges which are point sources subject to permits under Section 402 of the federal. Water.Pollution
<br />Control Act,. as amended; dissolved materials in irrigation return flows; or source; special nuclear, or by
<br />product material as defined by the Atomic Energy Act of 1954, as amended.
<br />Special pickup means any coIIection of materials other than garbage, refuse, recyclables; waste, major
<br />appliances, furniture, oversized mate rials,,and cor}struction debris,
<br />Targeted recyclables means metal beverage containers, tin cans, glass containers (clear, green and
<br />brown glass containers and excludes all window pane glass), newsprint, glossy magazines; corrugated
<br />cardboard, carltractor batteries, or other materials as defined by co.u.nciI resolution,
<br />Tree waste means tree limbs, trunks, and hard brush.

<br />Sec. 62-20. - purpose and intent.
<br />It is the intent of the city council, by means of this chapter, to establish a systern. of complete regular
<br />garbage, refuse, major appliances, recyclables, and yard waste collection throughout. the city in order to
<br />ensure that the disposal of such materials is accomplished in a sanitary manner, safeguarding the health of
<br />the residents of the city, and to implement the state's recycling -and solid waste reduction mandates,
