To this end, the provisions of this <br />Ordinance and the various applications thereto are declared to be severable. <br />Section 21. Repeal of Outdated Ordinance. This Ordinance supersedes, replaces, and repeals all prior Ordinances <br />relating to the same subjects contained within this Ordinance. Any portion of such prior Ordinances not incorporated <br />within this Ordinance is expressly repealed. <br />Section 22. Enactment.
