No. 131 <br /> <br />The applicant is proposing a new building type template as “Figure 15a Automotive Dealership” within Section 9.6 <br />of Ord. No. 131. Their proposed template is included in the attached document, ‘Proposed Barnett Kia Figure <br />15a.pdf,’ and summarized below. Text in red is edits proposed by staff to ensure the amendment is consistent <br />with the city’s comprehensive plan. <br /> <br />Proposed Definition: A facility where sales and servicing of new and used vehicles including automobiles; light <br />and medium duty trucks; and other motorized vehicles is conducted. The facility may include a sales showroom <br />and vehicle delivery area, a service department; drive through lanes for service ticket write-up; automatic and/or <br />hand vehicle washing of vehicles; retail and wholesale parts sales; administrative offices; and other normal <br />accessory functions related to the business. <br /> <br />Proposed Lot Size & Placement Requirements: <br />Location: A parcel using this building type template must be located north of County Road E East, west of <br />Schueneman Road, and must abut US Highway 61. <br />Lot Size: The lot must be at least 163,350 Square Feet (SF) or 3.75 acres in size. <br />Frontage Street: Highway 61 (Buildings may orient to the highway or secondary street). Access may be <br />from Highway 61 and a secondary street. <br />Alley: Permitted, not required. <br />Parking: one space per 1,000 SF rounded up, plus one space for each service or cleanup stall. Outdoor <br />storage of inventory and service vehicles is not counted toward parking requirements. <br />Impervious Surface Coverage: maximum 80% of the lot. <br /> <br />Proposed Building Footprint and Mass Requirements: <br />Footprint: one or two stories, with minimum 20,000 SF. <br />Minimum Setbacks – Parking: 20 feet from city or county road ROW, 10 feet from Highway 61 ROW, 10 <br />feet from interior lot lines. <br />Minimum Setbacks – Buildings: 30 feet from any lot line or road ROW. <br />Orientation: Principal façade may face any direction including orienting toward Highway 61. <br /> <br />Proposed Height and Use Requirements: <br />Maximum Building Height: 2 stories or 36 feet, exclusive of rooftop equipment or screening. A single story <br />may be 36’ maximum height. <br />Use: An Automotive Dealership, including outdoor storage complying with the standards of this Figure <br />15a. shall be a permitted use in the Gateway District Neighborhood Center. No PUD or CUP is required. <br />This use is not permitted with any other building type. <br /> <br />Proposed Modifications/Exclusions specific to Building Type Template 15a: <br />A. An Automobile Dealership complying with the standards of this Figure 15a. shall be a permitted use in <br />the Gateway District Neighborhood Center. No PUD or CUP is required. <br />B. Figure 15a – Automobile Dealership shall be added under 9.6 Building Type Standards. <br />C. 4.1.1 B) – Gateway District “G” – a PUD is not required. <br />D. 9.1.11.4 Neighborhood Center – Automobile Dealerships are not required to be pedestrian oriented. <br />E. 9.5. Civic Space Standards – Not Applicable. <br />F. 9.6.5.1.4 Commercial – Add automobile repair and service is a permitted use for an Automobile <br />Dealership (15.a) <br />G. 9.6.
