These resistances <br />must be 'met, however, so that a high quality environment can be. <br />maintained for all residents: <br />4.3.4 Provision of Public Utilities <br />It. is anticipated thAt additional sanitary sewed facilities and -the. <br />initiation of public water distribution lines may be. required as the <br />City further.develops. These costly facilities would help to maintain <br />the high quality natural environment cited as one of the :community <br />goals, as well as to meet wising Water:quality standards, Provision of <br />theso.facilities-maybe cited -as conflicting with the..desire to maintain <br />a. low-ptofile gaverriment at 16w cost; but 'it will be then position of <br />Oem Lake that the. desirability of maintaining a high quality <br />environment will take precedence. if these services are:not provided <br />to the entire City, measures should be uirdextaken to ensure: high <br />quality individual onsite facilities. <br />4.3.5 Service Agreements with Cooperating Governmental Units <br />Recognizing the desirability of serving the. Gem Lake portion of the <br />metropolitan: area adequately,. t will be the position of the Gem Lake <br />govemieiltt to secure long-term service packages in an organized and <br />efficient manner in cooperation with several coordinating <br />governmental units. <br />43.6 Lack of Pub4cor Semi -Public Open Space and Recreational Areas <br />There are-nopubliely held.open and recreational spaces. within Gem <br />Lake. at this time. The only recreational facility within the City is a <br />private golf course. It is the -desire of the. City to have this property <br />remain recreational in hafure*. and. to see it expand to provide <br />additional recreational opportunities Although there are recreational <br />facilides iin adjacent coma milfies- and in nearby regional recreational <br />facilities, there maybe a need k the future for small neighborhood <br />"parks" within Gem Lake. <br />The City- should also examine -he establishment-vf bike 'trails within <br />Gem Lake to provide for .safe bicycle ridirig- within the City apd <br />connecti.Qns to regional bike paths. Bicycle paths -could be. included <br />as.part`of the s&i pt improvement.projects.
