0 <br />Comprehensive Plan <br />Gem Lake, Minnesota <br />4.3.7 Maintenance of Residential Quality in Existing Commercially <br />Designated Areas <br />The plan supported by existing zoning calls for expansion of <br />commercial land development to include all develophble..lapd east of <br />U.S. Highway 61 some of which. is currently being .used for. <br />residential purposes. The area possesses poor. qualities for residential <br />development including heavy traffic volumes, rail traffic and no open <br />space. As a result, particular attention should be placed on <br />maintaining these:tesidential land it$es io a reasonably good. state:. <br />until such time as . commercial laird uses .replace the residential <br />stru0ar+es. <br />5.0 Land Use Goals and Policies <br />5.1 Land Use Goals <br />.A -Frotect and enhance. the natural environment of Gem Lake. <br />B. Ensure that all development contributes to a clear, orderly and <br />harmonious pattern of design. <br />C. Reinforce the. visually pleasing, warmly distinctive and attractive <br />small town character of Gem Lake. <br />D, Preserve the identity. -and improve the quality .and appearance of <br />existing residential neighborhoods. <br />E. Guide commercial development to be compatible withthe-small <br />town character and natural environment of Gem Lake. <br />F. Provide adequate protection through land use development policy <br />to maintain the environmental balance between natural and man- <br />made physical features and ensure against property .loss or <br />deterioration of property values. <br />G. Provide. safe,.healthy and attractive residential environment which <br />offers a broad choice of housing opportunities.. <br />5.2 General Land Development Policies <br />A. The dominant share -of total land -within Gem Lake should be <br />residential property at the community's ultimate development <br />stage. Residential uses will cbnfititute approximately 6.0.porcent <br />of all land in the community and approximately 85 percent of all. <br />land that could reasonably be. developed (street area, water and <br />wetland areas being considered undevelopable):. <br />Page 20 <br />
