K. The City should -explore all. possible options to substantially <br />reduce the traffic on Scheuneman. Road north of <br />U.S. Highway. 61. Options include a cul-de-sac dead-end at the <br />intersection with U.S. Highway 61.., or designating Scheuneman <br />Road* one-way northbound. <br />L. Explore and encoura o the development of hiking/biking 1bi1€in trails <br />g. P . g g <br />including the Burlington Northern right-of-way along the eastern <br />boundary of the. City. Work with adjacent communities and <br />provide access to trails. <br />? M. The City will develop a budget -and maintenance for roadways <br />tamed back to the City by' Ramsey County in the year 2000. <br />7.0 Sanitary Sewer Plan <br />A City operated Sanitary. Sewer system currently serves all of the <br />businesses at the Hoffman Corner area .of the City (employing <br />approximately 500 people), short segments. of the residential' area <br />along-Scheuneman Road north of U.S .Highway 61. (15 residences) <br />and the church at the comer of.COO* *Road E and Labors Road. <br />To continue with the. "rustic" feeling of the City in a natural <br />environment and to maintain the low -density development desired, <br />the following shall be considered the goals of the City. -of* Gen. Lakes <br />sanitary sewer plan: <br />A. Zoning and lot sizes .will be regulated Wallow adequate space for <br />onsite septic systems in residential areas. Rules to require <br />adequate space for a second" field on each residential tract,. <br />in the first one fails, will be implemented. <br />B,. All onsite septic. systems- in the City will be inspected semi- <br />annually td insure- the :corre4 t operation of these systems. <br />C. A backup plan, for providing 'a City operated sanitary sewer <br />system, has.been developed and will be put in place in any -area of <br />the City where`onsite septic systems cannot operate, if necessary. <br />Within these goals the following specific items have been <br />implemented: <br />A. City-wide.-Sgnita=y'Se*er Comprehensive -Plan was developed for <br />the City in 1992. This plan provides for -a municipal .sanitary <br />sewer connection for each part of the City that uses gravity flow <br />from.
