B. Gem Lake encourages the incorporation of parkway design <br />criteria :and the use of. natural landscape barriers in any <br />reconstruction of arterial aiid connector routes. (e.g., <br />Labore7White Beal' Parkway connection. <br />C. Further development of private roads serving more than one <br />property will be encouraged.. Further development of private <br />roads is consistent with the City's, desire.: to maintain a low profile <br />government. The City should oversee: the development of private <br />roads to ensure that City eonatructioti and design *standards -and <br />specifications are. met. <br />D. Accommodating through traffic on new streets will be <br />discouraged. The basic.arterial and Qollector road* system of Gem. <br />Lake has been established. Therefore, future streets should. be <br />designed to channel local traffic onto County Road E, Labore <br />Road and Goose Lake Road. <br />E. All future. streets should be. designed to dikotuage. additional <br />surface water runoff into Gem -Lake and its attendant wetlands. <br />Recognizing that Gem. Lake: and its. attendant wetlands do not <br />have a natural outlet; additional. storm runoff created by the. <br />impervious surfaces of streets .into this basin should be <br />discouraged. <br />F. Access to parcels between US, Highway*.61, Scheuneman Road <br />and County Road.E should be from Scheunerdan Road. <br />G. While tho City, of :Gem i..ake has only limited need for public <br />transit service due *to. planned ltiw den.jt density development,will <br />cooperate with adjacent communities to secure improved * bus <br />service. as needed along its minor arterial street system, Bus <br />service in other areas of.the City will be discourage4 consistent <br />with its.planned low density -and desired: "rustic" eavironment. <br />H. Gem Lake officially recognizes that any development affecting <br />navigational air space- within ffie cpmmunity is subject to - <br />Minnesota Department of"Transportation, Aeronautics Division, <br />Regulations. The community will therefore routinely consider <br />such regulations%a$ part.of th&development.review process. <br />L The operation of private aiirports, including heliports and seaplane <br />bases, ig prohibited. <br />J.
