Table of Contents presents a clear explanation of what is <br />{ contained in this document, the. reader may benefit from a brief <br />overview of how it is organized. <br />Chapter 2, "Use of the Plan%. discusses the purpose of the <br />Comprehensive Plan, and the role of the Planning Commission, City <br />Council, and citizens of Gem Lake in relationship to the <br />Comprehensive Plan. It also discusses.compliance and amendments <br />to the plan. In general, the use of the plan is to be as a guide in the <br />future long-term development of the City of Gem Lake, It is intended <br />I as a decision: making aid. <br />Chapter 3,. "Community Development Trends and Determinants", <br />discusses background information that describes the current and past. <br />conditions of the City of Gem Lake; Elements discussed are <br />geographical setting; natural features, population growth and <br />characteristics, employment. and economic base, region -serving <br />facilities and land development. The purpose of the. chapter is to <br />1 <br />determine the current status of Gern.Lake and where the City may be <br />t <br />headed. The chapter identifies those. resources. that may be available <br />and those that should be, preserved. This chapter also contains a <br />Y summary of the. Community Survey that was conducted in the fall <br />1995, to determine the wants and needs of the citizens of Gem Lake. <br />a <br />Chapter 4, "Plan Assumptions, Goals,. and Issues", discusses the <br />assumptions that the plan is based on the goals that have been <br />established as the. principal guidelines for the physical development <br />1 <br />of Gem Lake and the principal issues that must be faced. <br />The goals relate to the "vision" of what Gem Lake should be like in <br />the future. They stress the protection and preservation. of the "small <br />town"character and natural. environment of Gem Lake. The issues are <br />those things. that` must be guided in order to meet the goals of the <br />plan. They include density of residential development, limited <br />commercial expansion, quality of man-made environment, provision <br />of public utilities, service agreements with cooperating governmental <br />units, and lack of recreational and open space. <br />Page 1 <br />
