Chapter 5, "Land Use Goals and Policies", discusses the land. use <br />goals and policies that attempt to identify what the City of Gem Lake. <br />should. be. like in the future and how to get there. This chapter also <br />divides the City into "Planning Areas"; describes the area, and <br />identifies. specific policies for each planning area. <br />Chapter 6, "Transportation Plan", describes the existing roadway and <br />transportation issues in. Gem Lake and identifies policies to guide the <br />future development and maintenance of the transportation system. <br />Chapter 7, "Sanitary Sewer Plan", describes the City's sanitary sewer <br />comprehensive plan. It discusses the current provision of sanitary <br />sewer and possible future extension of service. The ordinance which <br />regulates individual sewage treatment systems (Ordinance 46 and 61) <br />and the operation of the municipal sanitary sewer system. <br />(Ordinance 64) are summarized. Finally, this chapter identifies goals <br />and policies related to the future development of the sanitary sewer <br />system as well as the current use of individual sewage treatment <br />systems. <br />Chapter 8, "Water Supply Plan", discusses options that the City has <br />with regards to its water supply, including conservation and <br />emergency plan. procedures. This chapter concludes with policies to <br />guide future water supply decisions. <br />Chapter 9, "Housing Plan"; discusses the current housing situation <br />within the City of Gem Lake. Census data is summarized to indicate <br />what is present and available; This chapter also.includes a discussion <br />of the availability of property within the specific residentially zoned <br />districts. This chapter also includes a list of goals and policies that <br />have been established in order to guide the future housing mix <br />(quantity, quality, density, and type) within the City. <br />Chapter 10,. "Storm Drainage Plan", identifies goals and policies that <br />relate to the storm water management system of Gem Lake. <br />Chapter 1.1, "Community Facilities and. Service Plan" discusses the. <br />current status.of various. community facilities and service and policies <br />to guide their future development provisions and maintenance. They <br />include police, fire protection, road maintenance, professional <br />assistance, .municipal building, public: schools; health facilities, and. <br />outdoor recreational facilities. <br />Chapter 12, "Plan Implementation", proposes a number of strategies <br />that may be used to reach the goals and policies of this plan.
