City of Gem Lake City Council Meeting Minutes November 18, 2025 1 <br />City of Gem Lake <br />City Council Meeting – November 18, 2025 <br />Meeting Minutes <br /> <br />Mayor Gretchen Artig-Swomley called the meeting to order at 7:00 p.m. Councilmembers Len Cacioppo, Ben <br />Johnson (arrived at 7:05 p.m.), Jim Lindner, and Joshua Patrick were present. Also present: City Attorney Martin <br />Norder, City Treasurer Tom Kelly, City Engineer Justin Gese, Dustin Cesafsky, City Clerk Barb Suciu, and Gem <br />Lake residents Rebecca Jantz, Michelle Warner, Ryan Podewils, Nicole, Podewils, Carol Schacht, Logan Neal, <br />Blake Rudd, Ray Tessier, and Gloria Tessier. <br /> <br />November 18, 2025, Agenda <br />A motion was introduced by Councilmember Lindner to accept the agenda, seconded by Councilmember Cacioppo. <br />Motion carried 4-0. <br /> <br />Minutes <br />A motion was introduced by Councilmember Lindner, seconded by Councilmember Cacioppo to approve October <br />21, 2025, City Council Meeting minutes. Motion carried 4-0. <br /> <br />A motion was introduced by Councilmember Lindner, seconded by Councilmember Cacioppo to adopt the <br />November 10, 2025, City Council Special Meeting minutes. Motion carried 4-0. <br /> <br />Councilmember Johnson arrived at 7:05 p.m. <br /> <br />Special Presentations/Public Hearings <br />Minnesota Pollution Control Agency <br />Mike Ginsbach and Tim Grape, Minnesota Pollution Control Agency presented updated information regarding the <br />2021groundwater contamination by 1,4-dioxane. There was discussion of potential water filters that could be <br />purchased to offset the contamination. The MPCA stated the levels are staying steady and the MPCA is testing the <br />wells annually. <br /> <br />Consent Agenda <br /> <br /> Resolution #2025-034; Resolution Authorizing the City Treasurer to Distribute a Portion of the Charitable <br />Gambling Funds to the White Bear Lake Area Food Shelf <br /> Resolution #2025-035; Resolution Approving the 2026 SCORE Grant from Ramsey County <br /> Monthly Financial Report(s) <br /> Claims <br /> <br />All items on the consent agenda were reviewed by the Council. Councilmember Lindner introduced a motion to <br />approve all the items listed on the consent agenda, seconded by Councilmember Cacioppo. Motion carried 5-0. <br /> <br />Committee Reports <br />None. <br /> <br />Old Business <br />Newsletter Updates / Topics / Suggestions <br />Mayor Artig-Swomley stated the newsletter will be going out early December and indicated the draft newsletter that <br />was provided tonight is subject to change. <br /> <br />Future Water System Planning <br />Mayor Artig-Swomley stated the city has applied for several grants to assist with the costs of the municipal water <br />system. <br /> <br />Dustin Cesafsky, SEH, presented information on the watermain project.
