City of Gem Lake City Council Meeting Minutes November 18, 2025 2 <br />area with the high level of 1,4-dioxane. The projected costs for Phase I are approximately $1.9 million. There are <br />additional costs for service extension and connection costs from the main to curb stop. Currently, the City of <br />Vadnais Heights doesn’t have a timeline for extending the watermain down Labore however, Gem Lake is taking <br />the lead to assist with Phase 1 of the project. The City of Vadnais Heights has some requests with this project <br />including an agreement between City of Vadnais Heights and City of Gem Lake. The next steps include passing <br />ordinances like Vadnais Heights for irrigation uses to maintain water conservation, a meeting with City of Vadnais <br />Heights, City of Gem Lake and the Department of Natural Resources, the City Council approving a feasibility <br />report, Ordering an Improvement Hearing, and holding a public hearing authorizing preparation of plans and <br />specifications. <br /> <br />City Engineer Justin Gese asked to have the City Council direct the City Attorney to begin drafting an agreement for <br />water connection between the City of Vadnais Heights and the City of Gem, and to have the Finance Director begin <br />to start looking to where the additional funding would come from. <br /> <br />Mayor asked the City Council to pass a motion to have the City Attorney and City Engineer begin drafting an <br />agreement for water connection between the City of Vadnais Heights and City of Gem Lake. <br /> <br />A motion was introduced by Councilmember Lindner to have the City Attorney and City Engineer begin drafting an <br />agreement for water connection between the City of Vadnais Heights and City of Gem Lake, seconded by <br />Councilmember Cacioppo. Motion carried 5-0. <br /> <br />The Joint/dba The Lakes Dispensary update <br />Mayor Artig-Swomley stated The Lakes Dispensary’s Conditional Use Permit was approved at November 10, 2025, <br />special City Council meeting and the state licensing process with continue. <br /> <br />New Business <br />Future Charitable Gambling Donations - White Bear Lake Emergency Food Shelf <br />Mayor Artig-Swomley suggested that the Council make a request in the amount of $1,500 to the White Bear Lake <br />Emergency Food Shelf. <br /> <br />A motion was introduced by Councilmember Johnson to request a donation in the amount of $1,500 for the White <br />Bear Lake Emergency Food Shelf, seconded by Councilmember Cacioppo. Motion carried 5-0. <br /> <br />Minnesota Paid Leave Law <br />Mayor Artig-Swomley stated beginning January 1, 2026, city employees need to participate in Minnesota Paid <br />Leave. <br /> <br />A motion was introduced by Councilmember Lindner to request a donation in the amount of $1,000 for the White <br />Bear Lake Emergency Food Shelf, seconded by Mayor Artig-Swomley. Motion carried 5-0. <br /> <br />Approval of an On-Sale Intoxicating and Sunday Sales Liquor Licenses - Bear Dogs <br />A motion was introduced by Councilmember Lindner to approve an On-Sale Intoxicating and Sunday Sales Liquor <br />License for Bear Dogs, seconded by Mayor Artig-Swomley. Motion carried 4-0. <br /> <br />Ordinance 2025-01; An Ordinance Amending Ordinance No. 144, Section 3, Subdivision 3 Winter Parking <br />Restrictions <br />Mayor Artig-Swomley stated the ordinance amendment is adding the language unless otherwise posted. <br /> <br />A motion was introduced by Councilmember Lindner to approve an On-Sale Intoxicating and Sunday Sales Liquor <br />License for Bear Dogs, seconded by Mayor Artig-Swomley. Motion carried 4-0. <br /> <br />Data Destruction and Records Management <br />Mayor Artig-Swomley stated the City Clerk has been going through all the old records and created a pile of <br />documents to be destroyed in accordance with the General Records Retention Schedule that Gem Lake has adopted. <br />Shortly after January 1, the city will have a shredding company come out and destroy all the records. <br />
