KRUNCH Dumpster Company – 3696 Scheuneman Rd/0 Scheuneman Rd <br />Gem Lake City Council 12/16/25 <br />December 11, 2025 <br />Page 2 <br /> <br /> <br />There is no anticipated compaction or waste production/storage with the use as it is limited to providing <br />dumpsters for customers to use off-site, which is included as a condition of approval. <br /> <br />The project is a new 4,800 sq. ft. commercial-use building for storage and office space with the rest of the site <br />used for outdoor storage for KRUNCH Dumpster Company, a dumpster rental service provider. The outdoor <br />storage area is proposed to use a class 5 gravel base for the dumpster storage. Signage is expected to be added <br />to the building and required to comply with the City requirements in Section 19 as a condition of approval. <br /> <br />This request requires four separate applications for review and approval: <br />1. A lot line adjustment application. Greg Martz (Martz Enterprises LLC) owns both subject properties and <br />is requesting a lot line adjustment to the common interior lot separating the properties, to relocate the <br />parking lot for the AM-PM Automotive Repair. The city reviews lot line adjustments through the ‘Minor <br />Subdivision’ process. <br />2. A zoning ordinance amendment application. The Gateway District does not currently permit <br />Commercial Storage as a building type or Outdoor Storage as a use. The applicant is requesting <br />Commercial Storage as Figure 15b. a new building type, and Outdoor Storage as a permitted use through <br />a Conditional Use Permit; the uses of Commercial Storage and Outdoor Storage is to be added to Figure <br />17 under Retail/Commercial Related Uses as a permitted use and conditional use, respectively. <br />3. A zoning compliance permit application. This permit is required for redevelopment projects within the <br />Gateway District. <br />4. A Conditional Use Permit application. This permit is required to allow the use of Outdoor Storage for <br />the KRUNCH Dumpster Company. <br />PROPERTY INFORMATION <br /> <br />Description: The two properties are located within the Gateway District, Neighborhood Center Sub-Zone along a <br />commercial corridor along the Scheuneman Road between Highway 61 and the BNSF Railroad. Their front lot <br />lines and accesses are both on Scheuneman Road with an existing curb cut and unpaved driveway. 3696 <br />Scheuneman Road is currently an AM-PM Automotive Repair business, built in 1979, with a portion of the parking <br />lot encroaching onto the adjacent property. 0 Scheuneman Road is also owned by Greg Martz (Martz Enterprises <br />LLC) with the applications being related to the KRUNCH Dumpster Company. <br /> <br />A lot line adjustment was previously submitted by the property owner, but put on hold due to a stop work order <br />and survey that was prepared before site disturbances occurred. These disturbances included tree removal <br />without formal approval or performing a tree inventory and preservation plan, which resulted in erosion issues <br />observed near the storm outlet at the Southwest corner of the property. Stabilization was installed including minor <br />regrading, seeding, installation of erosion control blanket, and placement of silt fence with the understanding that <br />permanent improvements will be finalized through the full site development. <br /> <br />The railroad corridor has been used as an illegal dumping ground for many properties over the years with <br />properties along the corridor encroaching onto the railroad right-of-way and building debris, concrete debris <br />entering the ravine on this property. The City has also had to pay to remedy a slope failure along the corridor on <br />private property previously due to drainage and snow dumping issues. <br /> <br />Land Use: Commercial (Auto Repair)/Vacant <br />
