The Gateway District permits <br />new building templates to support this vision; commissioners should confirm that the <br />proposed template aligns with the 2040 Plan’s intent. <br /> <br />Staff Comments <br /> <br />The project plans were forwarded to staff and other agencies for comments.. <br /> <br /> Ramsey County <br />o County staff has reviewed the plans and has no comments. <br /> Department of Transportation (MnDOT) <br />o MnDOT Development Review staff have reviewed the plans and has no comments. <br /> Vadnais Heights Watershed Management Organization (VLAWMO) <br />o There are no wetlands are shown on site, therefore no wetland conservation act (WCA) permit <br />needed. The VLAWMO stated that the drainage ditch on the south end of the property was <br />delineated spring of 2025 and determined to be incidental and not regulated by WCA. <br /> Fire Department (City of White Bear Lake) <br />o Assistant Chief/Fire Marshal does not have comments for the zoning or conditional use, but will <br />provide comments through the building permit process. <br /> Building Official <br />o The Building Official has no comments or concerns and will provide comments through the <br />building permit process. <br /> Engineering <br />o City Engineering staff (SEH) provided a memo dated November 24, 2025 with initial review <br />comments requesting additional information or changes to the development plans submitted that <br />shall be addressed as a condition of approval for the following items: <br />• Showing the amount of street removal proposed to accommodate curb and gutter <br />removals near the driveway described on Sheet C1.0; <br />• Add ford a-1 cover or equal to curb stop in the driveway and install HDPE SDR 17 <br />instead of CMP for driveway culvert shown on Sheet C4.0 <br />• Revise the basin grading to be entirely on the property and include the previously existing <br />culvert and over flow to the east in the existing conditions modeling. <br />• The EOF/grading needs to be revisited, as shown, the drainage would discharge south to <br />private property prior to overtopping the top of curb to the roadway. No discharge to <br />private property will be approved. It is not preferred to use the top of curb as an EOF. <br />• Install erosion and sediment control measures around the entirely of the ponding area <br />and include culvert end protections at all driveway culverts. <br /> <br />The project location abuts a BNSF railway and plans were provided to BNSF and Minnesota Commercial for <br />comment and review. Concerns were raised by BNSF regarding drainage and encroachment onto the railroad <br />right-of-way citing snow storage creating runoff and possible erosion down the slope to the railroad. Particularly if <br />the volume is not increased into the drain inlet in the southwest corner and the lot is graded and covered in <br />compacted gravel, then there is concern that the additional runoff will go onto their property. <br /> <br />The railroad noted that there have been ongoing and historic issues related to private property owners <br />encroaching onto the railroad right-of-way. Other concerns included the request for a physical barrier through a <br />fence to prevent operations from encroaching onto the railroad right-of-way and control wind-blown litter. <br /> <br />Staff understand the concern with not wanting issues of debris and encroachment to continue with a new <br />business operation; however, these are issues that are more appropriate to address through code enforcement <br />on the properties with violations present, if desired. The applicant is not allowed to operate or encroach onto land <br />outside of the subject property nor will there be waste products or materials produced or stored on-site. <br />
