KRUNCH Dumpster Company – 3696 Scheuneman Rd/0 Scheuneman Rd <br />Gem Lake City Council 12/16/25 <br />December 11, 2025 <br />Page 11 <br /> <br /> <br />The City Council should determine whether requiring a fence or physical separation from the railroad property is a <br />reasonable condition for the Conditional Use Permit to allow outdoor storage, or if it not an applicable condition for <br />this request. <br /> <br /> ACTION <br /> <br />The City Council has the following options for each request: <br /> <br />1. Approval of the request, with or without conditions. <br />2. Denial of the request, with findings for denial. <br />3. Table the request for further review/study. <br /> RECOMMENDATION <br /> <br />A separate motion should be made for each request. <br /> <br />1) Lot Line Adjustment. Staff and the Planning Commission give a positive recommendation to the City <br />Council to approve the lot line adjustment/minor subdivision request, subject to the following conditions of <br />approval: <br />a. The proposed lot line adjustment between 3696 Scheuneman Road (PID 273022430027) & 0 <br />Scheuneman Road (PID 273022430029) shall adhere to the dimensions as proposed in the plans <br />submitted to the City on 7/23/24 and reviewed with this request. <br />b. The proposed lot line adjustment shall include new legal descriptions for each parcel. <br />c. The applicant shall comply with the memo provided by the City Engineer dated November 24, <br />2025. <br />d. The applicant shall record the lot line adjustment with Ramsey County within one year of the date <br />when the request was approved by City Council. <br />e. The applicant shall adhere to all applicable local, State, or Federal regulations. <br />f. The applicant shall acquire any other applicable local, State, or Federal permits for this request. <br />g. The applicant shall pay all fees and escrows associated with this request. <br /> <br />2) Zoning Ordinance Amendment. Staff and the Planning Commission give a positive recommendation to <br />the City Council to approve the Zoning Ordinance Amendment amending Ord. No. 131, Section 9.6 to <br />include Figure 15b. Commercial Storage as an allowed building type and Figure 17 to include <br />Storage/Office as a permitted use and Outdoor Storage as a conditional use for the Commercial Storage <br />building type as presented. <br /> <br />3) Zoning Compliance Permit. Staff and the Planning Commission give a positive recommendation to the <br />City Council to approve a Zoning Compliance Certificate for Commercial Storage, subject to the following <br />conditions of approval: <br /> <br />a. The applicant shall construct the proposed building and sales lot as per the plans submitted to the <br />City on 11/10/2025 and reviewed with this application. <br />a. The applicant shall revise their plans to address comments from the City Engineer dated <br />11/24/25, and comments from the Fire Department, Building Inspector and BNSF Railroad. <br />b. The applicant may construct the proposed building shown on the site plan, with said building meeting <br />the requirements of Building Type Template 15b. <br />c. The applicant shall adhere to all applicable local, State, or Federal regulations. <br />d. The applicant shall acquire any other applicable local, State, or Federal permits for this request. <br />e. The applicant shall pay all fees and escrows associated with this request. <br /> <br /> <br />4) Conditional Use Permit. Staff and the Planning Commission give a positive recommendation to the City <br />Council to approve a Conditional Use Permit for Outdoor Storage, subject to the following conditions of
