F22 Marigold Trail: Off -road trail from 'Caitlin Drive to end of Marigold Lane. Boardwalk is needed for portions of this trail. The above twenty two trails represent trails with greatest priority (Grouped by rank A.8 Points). Additional small trail connections andnew development opportunities have beendiscussed by the Trails Commission. These will be handled as the opportunity arises. Several potential trails involve private property. Discussions with the St. Paul Board of Water Commissioners and. H.E. Fuller will need to be. pursued before these areascan be utilized by the public. YL IMPLEJ17ENTATI9N:. The implementation of the Vadnais Heights Trail Plan is dependent on capital dollar allocations. These allocations will be coordinated with city, county and state road improvement projects that impact any identified trail areas. Some previous city projectshave been used to arrive at an estimate for what some of the off -road trail costs might be. These are referenced in Appendix D. In order to quslify for some of the funding sources that are available, this Trails Plan must first be incorporated into the City Comprehensive Plan. Thetime framefor development of these trails will be dictated by the funding timetable. Currently there area number of potential funding sources for trails. These include trail declication fees, community development grants (state and federal), Metropolitan Council, STP (Surface Transportation Program), ISTEA (Intermodal Surface Transportation Efficiency Act), Community block development (state), LCMR (Legislative Commission for Minnesota Resource), foundations, bond referendum, tax increment financing, budgeted county road shoulder improvements, utility tax, user fees or permits, charitable gambling, private donations, gas tax (state), safety improvements (MNDot), general taxes, and: assessments. Given that there are a number of projects within the city infrastructure that rely onthesame city funding sources, this commission will work with the various departments inthe city to solicit their input and to make them aware of the proposed trail plan. When possible, it is the intent of this commission to obtain funding from sources that, will not result in an additional burden to the taxpayer. The following is a breakdown of implementation strategies for the various trail types. A. Regional Trails In general, the city of Vadnais Heights is notresponsible for acquisition or development of these trails. This commission willwork with the various regionalagencies to keep them informed of our proposed trails plansand provide input where appropriate. 8. Community Trails The city of Vadnais Heights is responsible for acquisition and development of these trails. This commission will work with the city and their pavement management plan to insure designated trails are included in resurfacing projects. This is imperative when it is necessary to widen a shoulder to provide the required room for bicycle traffic. In some cases it may also make sense to try and coordinate off -road trail development with nearby road improvement activities to keep costs and disruptions to a minimum. 8 May 5, 1994
