Where the conditions meet funding criteria and where the city is in agreement with the planned on -road <br />trail, thetrail developmentwill be included as part of the road improvement activity. Off -road trails will <br />involve more scrutiny due to the additional funding that might be required. Complete funding <br />accountability will need to be reviewed and approved prior to any trail development: of this type. <br />When roadway systems are designated on state or county right of way, City officials should make every <br />effort to pursue cost -sharing options. <br />C. Neighborhood Trails <br />In new developments, the developer is responsible for acquisition and development of sidewalks and trails. <br />This is best handled by incorporating any sidewalks and trails into the development plans prior to the start <br />of construction. Incases where the trail will beputin after the initial constructionphase, the acquisition <br />of the required land should be worked out with all appropriate parties who have property abutting the <br />proposed: trail :site. <br />3ELL alliZWAYLLEAUt n T_EM <br />Maps included in the Appendix show existing trails, proposed trails, and the comprehensive trail system. <br />EXISTING TRAILS (Map 1): This map shows the on -road and off -road trails that exist as of the summer of <br />1993. Trail <br />numbers are included to correspondwith the priority system trail descriptions. <br />COMPREHENSIVE TRAIL SYSTEM (Map 3): This map is a combination of existing trails and proposed <br />trails. City parks are marked with a P, destination points are marked with a D, City Center areas are <br />marked with a C, and connection points to other communities are shown asextensions of the marked trails <br />into the neighboring community atthe appropriate locations. <br />Vill. TRAMS .A Fop PATHWAYS INAINTENAVCE <br />A Trail maintenance program may include the following maintenance operations: repairs to trail surface, <br />sweeping, snow removal, sod repair, seal coating, mowing, striping and signage. The level of maintenance <br />service is determined by local officials representing their community.
