Paid, MN 55102 <br />RE: Strategic Planning Comments <br />Dear Mr, Edwards, <br />29 June 1994. <br />Regarding your fax transmission of 28 June 94 and notwithstanding the veryshorttirne:given to prepare a statement, <br />please accept the following as wheal believe :to he.representative of the feelings of both the Gent Lake City Council and the: <br />Gein Lake Planning Comrnission: As you have provided no time for development of this statement by the aforementioned <br />:bodies, I have takenit upon inyself to prepare what I believe is pertinent. <br />THOROUGHFARES. <br />Presuming Ramsey County Roadway Turnhacks are completed as proposed, we ai-e concerned as follows, <br />COUNTY "E"; Already heavilycongested, the proposedopening of Wal-Mart in Vadnais Heights: at 1 35E <br />and County..E combined with a proposal tobuild a Target Store (opposed by Gem Lake by City Council <br />Resolution) adjacent the Wal-Mart will increase daily trips to in excess of 45,000 cars. Vadnais Heights <br />proposal to develop the southside of County E will enhance the problem: As a :dominantly residential <br />cornrmtnity dedicated to the quality of residential life in our City, Gem Lake proposes County E from <br />Highway 61 to Centerville Road become a .'parkway" rather thrift the "trunk highway" itappears to be' <br />currently. We feel the addition of deeper setbacks, significant: landscaping requirements, bike and pedestrian <br />pathways, . and a 35 MPH speed .limit would be appropriate to protect our residential environment, <br />LaBORE ROAD: LaBore Road will also be adversely affected by Vadnais Heights aggressivedevelopment <br />posture and siniilar 4-lane parkway action is requested here from County E to the northern city limits. <br />GOOSE LAKE ROAD: Shnilarly affected by Vadnais Height's as well as- White Bear Township development. <br />While we :realte this is an extension of County T; speeds along this road are .regularly exceeded by <br />significant r ates:.The i oadway itself is inpoor condition and pedestrian/biketraffic is ohlinipresent. We <br />oppose: any attempt to widen Goose Lake Road to 4 lanes, but do feel the additton:of a. pedestriarnlbike path <br />would :be appropriateand certainly a reduction in speed. <br />TRANSIT <br />Gein Lake residents have elected to live in the area due to it's remote feeling. We don't believe transit issues affect <br />the city at this time. <br />1 <br />
