A copy of the Clerk's letter to Mr... Reggie Edwards of the County Manager's Office, a copy of which is attached hereto as Exhibit "H", was then discussed. The .contents.of the letter w.e.re reviewed by Mr. Emeott and Mr. Gardner prior to issuance. Mr. Birkeland and Mr. Godfrey were then recognized. They stated they were present to discuss changes in the law regarding distribution of monies to the City. They stated that changes in Minnesota statutes which will be effective 01 August 1994 will require monies provided. cities to be used for law enforcement. They further discussed simplify- ing the payment structure to the City by making a $500 per month payment instead of the current payment. As they did not make a formalized re- quest of the City, no action was taken. A copy of the June Recycling Report was then presented with no action taken. The Clerk then presented a meth° from Commander Bergeron of the Sheriff's office, a copy of which is attached hereto: as Exhibit "T", regarding average traffic fines. The Clerk then presented a "Certificate Of Commendation" from. Governor Carlson recognizing and commending the city' s successful ef- forts as a partner in the Ramsey County Suburban Law Enforcement Servic- es Contract Group. The certificate, attached hereto as Exhibit "J", was awarded for the 1994 Partnership Minnesota Cooperative Public Service: Award, The Clerk then presented a contract amendment, attached hereto as Exhibit "x", requested by the Contract Cities: which would via a Joint. Powers Agreement allow procurement of insurance for law enforcement through the Minnesota County Ins.uranc.e Trust. Resolution No. 940.9, offered by Counc.ilmember..McPhillips, seconded by Councilmember Igo, and attached hereto as Exhibit ".L", approved execution of the amendment by Mayor Emeott and Clerk Magnuson. The Clerk then presented a request from the Secretary of State and Ramsey County Elections Office. Both bodies request that the City use Electronic Tabulator paper ballots rather than regular paper ballots as Gem Lake is currently the only city in Ramsey County using separate paper ballots.. Balloting would be similar to regular paper ballots but tabulation would be electronic on a tabulator provided free of charge by Ramsey County. Cost of inclusion of City offices on the ballot will be slightly higher than prior ballots, buttabulation expenses will be significantly di.mi:nished. On motion presented by Igo and .seconded by Birkebak, use of new ballots was unanimously approved. The Clerk then notified the Council of.rec:eip:t of the 1994 Valua- tion Summary Report on property in Ramsey County. The Treasurer's Report, a copy ❑f which is attached hereto as Exhibit "M", and indicating a balance in the General Fund of $63,342.56 and in the Sewer Fund of $33.,456.:45 was unanimously approved_ Payment. ❑f bills, a copy of which is attached hereto as Exhibit "N", totaling $5,718.88 was, upon Motion duly made and seconded, unani- mously Approved.
