A copy of the Clerk's letter to Mr... Reggie Edwards of the County <br />Manager's Office, a copy of which is attached hereto as Exhibit "H", was <br />then discussed. The .contents.of the letter w.e.re reviewed by Mr. Emeott <br />and Mr. Gardner prior to issuance. <br />Mr. Birkeland and Mr. Godfrey were then recognized. They stated <br />they were present to discuss changes in the law regarding distribution <br />of monies to the City. They stated that changes in Minnesota statutes <br />which will be effective 01 August 1994 will require monies provided. <br />cities to be used for law enforcement. They further discussed simplify- <br />ing the payment structure to the City by making a $500 per month payment <br />instead of the current payment. As they did not make a formalized re- <br />quest of the City, no action was taken. <br />A copy of the June Recycling Report was then presented with no <br />action taken. <br />The Clerk then presented a meth° from Commander Bergeron of the <br />Sheriff's office, a copy of which is attached hereto: as Exhibit "T", <br />regarding average traffic fines. <br />The Clerk then presented a "Certificate Of Commendation" from. <br />Governor Carlson recognizing and commending the city' s successful ef- <br />forts as a partner in the Ramsey County Suburban Law Enforcement Servic- <br />es Contract Group. The certificate, attached hereto as Exhibit "J", was <br />awarded for the 1994 Partnership Minnesota Cooperative Public Service: <br />Award, <br />The Clerk then presented a contract amendment, attached hereto as <br />Exhibit "x", requested by the Contract Cities: which would via a Joint. <br />Powers Agreement allow procurement of insurance for law enforcement <br />through the Minnesota County Ins.uranc.e Trust. Resolution No. 940.9, <br />offered by Counc.ilmember..McPhillips, seconded by Councilmember Igo, and <br />attached hereto as Exhibit ".L", approved execution of the amendment by <br />Mayor Emeott and Clerk Magnuson. <br />The Clerk then presented a request from the Secretary of State and <br />Ramsey County Elections Office. Both bodies request that the City use <br />Electronic Tabulator paper ballots rather than regular paper ballots as <br />Gem Lake is currently the only city in Ramsey County using separate <br />paper ballots.. Balloting would be similar to regular paper ballots but <br />tabulation would be electronic on a tabulator provided free of charge by <br />Ramsey County. Cost of inclusion of City offices on the ballot will be <br />slightly higher than prior ballots, buttabulation expenses will be <br />significantly di.mi:nished. On motion presented by Igo and .seconded by <br />Birkebak, use of new ballots was unanimously approved. <br />The Clerk then notified the Council of.rec:eip:t of the 1994 Valua- <br />tion Summary Report on property in Ramsey County. <br />The Treasurer's Report, a copy ❑f which is attached hereto as <br />Exhibit "M", and indicating a balance in the General Fund of $63,342.56 <br />and in the Sewer Fund of $33.,456.:45 was unanimously approved_ <br />Payment. ❑f bills, a copy of which is attached hereto as Exhibit <br />"N", totaling $5,718.88 was, upon Motion duly made and seconded, unani- <br />mously Approved. <br />
