is the most developed of these and exhibits a generally diversified <br />development pattern similar to that of a freestanding town (which it <br />was until metropolitan urban development radiating out of St. Paul <br />reached out to its vicinity). That portion of White Bear Lake closest <br />to Gem Lake is planned principally for commercial development. <br />Vadnais Heights, which borders on the west and south portion s of <br />Gem Lake is predominantly developing as a low density residential <br />suburb. AT present,, this community has a small economic base for <br />development. The Vadnais-Heights-plan (based on the zoning map) <br />calls for commercial development along the entire south and western <br />portion of the City of Gem Lake. White Bear (Town)_Dn Jhe-north <br />may eventually be annexed by the City of White Bear .Lake. At <br />present, however, the Town plans an industrial district in this area. <br />3.10 Community Survey <br />A community survey was conducted by the City of Gem Lake to <br />gather citizen input in regards to the direction they would like to see <br />the City take. <br />Sixty-nine (69) surveys were returned and the results were tabulated. <br />In general, the citizens of Gem Lake were very pleased with the way <br />Gem Lake is now and would like to see it remain as it is. Low <br />density and protection of the natural environment were the major <br />themes of the responses. <br />The complete results of the community survey are found in <br />Appendix A. <br />4.0 Plan Assumptions, Goals, Problems and Issues <br />Beyond assessment of the existing and projected characteristics of <br />development in Gem Lake and vicinity, there is a need to (1) assess <br />the assumptions upon which the plan is to be predicated, (2) <br />establish basic community goals upon which the policy proposals of <br />the plan may rest, and (3) identify the key issues which must be <br />resolved if the plan is to become a reality. This chapter of the plan <br />presents these assumptions, goals, and issues as the key factors that <br />establish the basis for the plan proposals in the succeeding chapters. <br />4.1 Plan Assumptions <br />• The plan is based on the assumption that the economy of the <br />Minneapolis -St. Paul metropolitan area will remain healthy and <br />that sub -regional population projections as established by the <br />Metropolitan Council will be reasonably accurate. <br />Comprehensive Plan A-GEMLK9501.00 <br />Gem Lake, Minnesota Page 9 <br />
