• It is assumed that the comprehensive development plans and <br />physical development ordinances of the contiguous local units of <br />government will remain essentially as they are today. <br />• It is assumed that additional shopping and employment <br />opportunities within municipalities located within a five -mile <br />radius of Gem Lake will become available in reasonable <br />proportion to population increases. <br />• It is assumed that a major open space acquisition and <br />development plan will be completed as proposed by Ramsey <br />County. <br />• It is assumed that facilities presently estimated by the City <br />Engineer and/or projected will be adequate for the projected <br />population. <br />4.2 <br />Community Goals <br />The following goals are established as the principal guidelines for the <br />physical development of Gem Lake. All policies, as presented in <br />later chapters of this plan document, should be considered <br />supplemental to these basic goals: <br />• The residents of Gem Lake desire to preserve and maintain a <br />"rustic" environment in a natural setling. Such an environment <br />should promote an atmosphere of quiet, relaxed living with <br />maximum regard to maintaining openness of the physical <br />environment as well as preserving trees, water areas, grass lands, <br />and wetlands. This will require new development in an overall <br />--> <br />� C <br />low -density pattern. <br />• The residents of Gem Lake desire to create and maintain a high <br />quality man-made environment. All new residential and <br />commercial development and auxiliary structures and signs <br />should be developed to high standards consistent with the good <br />aesthetic, architectural, and common sense. Furthermore, all <br />existing structures and axillaryand lands will be <br />'�Uildings <br />maintained to high standards to enhance the quality of the life in <br />Gem Lake. <br />• The residents of Gem Lake wish to contain future commer i.al <br />development within the community, Existing commercial <br />development is substantial in relation to total community <br />development providing more jobs than the size of the local <br />resident labor force. Substantial additional commercial <br />development would conflict with the goals of maintaining a <br />rustic and high quality natural environment. <br />• The residents of Gem Lake desire to have a low -profile <br />government that provides only essential public service <br />necessary for their health. safety and welfare This goal is based <br />Gomprehensive Plan A-GEMLK9501.00 <br />Gem Lake, Minnesota Page 10 <br />
