It is the policy of Gem Lake to specifically encourage additional <br />i "convenience". retail development serving residents While <br />substantial ommercial development exists within the City, most <br />fj of this development is tailored toward serving a market area <br />substantially larger than Gem Lake. It is the intention of the Gem <br />Lake municipal government to encourage those who would <br />S provide retail, commercial, and office facilities that would be of <br />more direct benefit to Gem Lake residents. <br />• t is the policy of Gem Lake to discourage all industrial use <br />conVnerbal districts. Extensive industrial development can be <br />easily accommodated in other portions of the Gem Lake <br />subregion of the metropolitan area. <br />It is the policy of Gem Lake to review proposed institutional <br />d v lopments on a case -by -case basis To the extent that <br />institutional land uses such as schools, hospitals, and other <br />institutional uses are compatible with the City goals of <br />maintaining a high quality natural and man-made environment, <br />it is possible that these would be permitted within residentially <br />designated portions of the community. However, for the <br />purposes of this plan no major institutional issues are <br />anticipated. <br />aemi=12U1IN 0- en space and to explore the expansion of gems= <br />} p lic open space and the acquisition of public open space At <br />IC f present, the only land for recreational purposes within Gem Lake <br />is the privately owned commercial golf course in the northeast <br />corner of the City, which is open to the public. It is the desire of <br />the City to see this property remains as a golf course and <br />recreational in nature. The City would like to explore the <br />possibility of creating a new zoning classification for the golf <br />course property which would allow for expansion of the golf <br />course and which would allow other recreational opportunities <br />but would not allow residential or commercial uses that would <br />detract from the recreational value of this property. <br />The City would further examine the need for neighborhood <br />parks or open space and the feasibility of acquiring property for <br />these purposes.
