• It is the policy of Gem Lake to preserve the environmental <br />quality of the water body callers "Gem Lake" and its attendant <br />wetland areas. No construction or land alternation will be <br />permitted within a 100-foot corridor extending back from the <br />high water mark of this area without a special council permit. <br />It is the policy of Gem Lake to encourage the maintenance of <br />high quali housing within the City. Recognizing that a <br />substantial portion of the uncommitted lands in Gem Lake are in <br />the interior portions of the City where the established <br />development character is of high quality, continuance of this <br />development pattern will be encouraged. A great deal of this <br />housing within Gem Lake has been improved. It is the intention <br />of the City to ensure that improvements continue and that the <br />high quality of housing within the City is maintained by strictly <br />enforcing building and design codes. <br />• Residential neighborhoods ad.;acent to commercial development <br />should be protected through physical buffering and through the <br />Placement of "transitional" land uses on the 12eriphe r Adjacent <br />buffering should be an explicit objective of site plan review and <br />approval. The preservation of existing natural vegetation to <br />serve as the buffer should be first priority. Park land may be <br />used as a transitional land use between single-family residential <br />and commercial development. <br />• The City will encourage the continued 21anting of trees and <br />1 ,preservation of existing trees to improve community appearance <br />The small town character and natural environment of Gem Lake <br />�.. depends on the continuance of natural vegetation within Gem <br />Lake and along its borders. <br />r� <br />The City will amend and enforce the regulations of the zoning <br />ordinance to improve the quality and overall appearance of new <br />commercial development. Perimeter landscaping and screening <br />of parking lots, loading areas, outdoor storage and building <br />mechanical units will be regarded as important components of <br />development. Sign control will also be critical in the <br />establishment of quality development.
