2. The improvement of "convenience" commercial facilities directed <br />toward serving the residents of Gem Lake is encouraged. <br />3. Sewer and water service should be extended throughout all of <br />this development area as needed. <br />4. A cohesive, unified development plan shall be encouraged for <br />the existing undeveloped land. <br />Hoffman's Corners West This small portion of the community <br />(approximately 30 acres) is located in the northwest quadrant of the <br />intersection of County Road E and U.S. Highway 61 and includes all <br />area presently zoned commercially in that intersection quadrant. <br />Existing land use in this area includes an auto dealership, aAaixy;— <br />and dwelling units. This area is essentially completely developed, <br />except the westerly 13 acres. Commercial development west and <br />north of this development distric will be vigorously resisted. <br />Northeast DMrelonment Area. is area of the City can be roughly <br />described as follows: (a) all of the City lying east of Schueneman <br />Road and north of U.S. Highway 61, (b) the portion of the City <br />located northeast of Otter Lake Road, and (c) a portion of the City <br />located between Goose Lake Road and Schueneman Road which <br />generally drains into a large pond. Most of this development area <br />lying north of Goose Lake Road and east of Schueneman Road is <br />developed with only a few vacant lots remaining. Most of the vacant <br />land in this development area is located just south of the golf course <br />and west of Schueneman Road. Existing land use in this area <br />consists of a pond, a golf course, and undeveloped residential estate <br />lands. <br />The following policies are established to guide further development <br />in this portion of the City: <br />Low to very low density residential development (1 to 3 acre <br />lots) is encouraged. All residential property in this area should <br />be zoned R-1 or R-2. <br />2. Public open space is encouraged in this development area. The <br />present location of the Gem Lake Hills Golf Course is particularly <br />well suited for public open space. <br />3. Sewer and water facilities should be extended to this area as <br />needed. <br />4.
