Council and local communities including -Gem Lake has <br />identified the need to establish. a.series,.of-continuous-arlex and <br />collector routes serving the northeastern portion of the <br />metropolitan area (see :Figure 9). The relocation of Otter Lake <br />Road connecting directly with County Road F in neighboring <br />White tear Lake might further this objective. However, Gem <br />Lake is.: aware that such wconnmtor between Otter Lake Road <br />and Country Road would tend to increase traffic sufficiently to <br />jeopardize Gem Lake's objective of maintaining a "rustic" <br />environment artd therefore, should take steps .to minimize the <br />impact of such a development on the rest of Gem Lake's road <br />system. <br />F h r dmjmment of private roads-serying more than one. <br />pmper,ty will be encouraged. The provision of private roads is <br />consistent with the Qty's desire to maintain a low profile. <br />government.. However, over the long-term this .policy could be. <br />detrimental to ,the City if a high level:6f construction standards <br />is not maintained.
