• The need for *an architectural design ordinance should be <br />explored. <br />Planned unit development or cluster development ordinance. <br />The City should consider adopting as.a standalone ordinance or <br />as part of the:2oning ordinances; provisions regulating planned <br />unit or cluster developments.- The districts to contain these types <br />of developments should tie. identified and the. types of uses <br />allowed, .the. performance standards required and the density <br />allowed should be determined. <br />12.3 Capital Improyement Plan <br />I order to guide -long-term. expenditures for costly public facilities <br />within the City, it is-ni nportant to adopt a Capital Improvement Plan <br />-(CIP) to guide the municipal budget. A CIP should consider a <br />varlet r-: of time frames. <br />r 1 year.improvemeritplan to be updated annually., <br />• 5 year plan to coordinate with other governmental units, <br />10 to 20 year plan to establish rough estimate of future capital <br />costs. <br />The CIP ought to..include costs for the following types of facilities <br />and the specific locations within the commurtywhere these facilities <br />are to be provided: <br />• Roadway improvements <br />Utility systems (sanitary sewer, water mains; storm sewer) <br />• Open spaces to be acquired and/or developed <br />• Other public facilities. <br />Comprehensive Plan A-GEMLK9501.00 <br />Gem Lake, Minnesota Page 38 <br />
