The,general time frame of the plan ia: apfproximately 15 to 20 years at <br />which timeit is anticipated that most,.if not all, land holdings within <br />GOm Lake will be.committed to some form (if -urban development. <br />1.2 Use of Plan by the City Planning Commission <br />The Planning Commission of Gem Lake is a five member .body <br />appointed by the City Council of Gem. Lake: Members of the <br />Comxmttee.serve at.- the pleasure. of the City~Council. They may be <br />reappointed. <br />*,specifically, with regard. to the Comprehensive Plan, the Planning <br />Commission has the following major responsibilities: (a) to <br />periodically review (not less frequently than biannually) and make <br />suggested. additions and: amendments to the Comprehensive. Plan, <br />{b) to assure -that all provisions. of the City's. development control. <br />ordinances (or proposed amendments. or :additions to these <br />ordinances) are in accordance with the principles. of. the plan, (e) to <br />review proposed public. capital investments of fine .City of Gem Lake. <br />to determine their consistency with the Comprehensive Plan and (d) <br />to review proposed private capital investments within Gem Lake to <br />assure that are in accordance with the .principies� and proposals <br />of the plan. While the Planning Commission's responsibilities are <br />primarily advisory - the -City Council has prime authority in carrying <br />out the plans features - the Planning Commission nevertl'eless is <br />considered to.be the City's. primary body in terms of making explicit <br />.interpretations of the plan's stated proposals. <br />1.3 Use of the Plan by the City CdUtWl <br />The City Council is a five; member body directly elected by the <br />citizens of Gem Lake. Council members are elected to four year <br />staggered terms and the. Mayor. is elected to. a 2 year term. As the <br />primary policy making body of the City of Gem Lake, the Council <br />has the following . principal responsibilities in relation to the. <br />Comprehensive Municipal Plan: (a) to assure, to the maximum extent <br />possible; that the policies containd within the Comprehensive Plan <br />document represent the .viewpoint of *the citizens of the community, <br />(b) to attempt to make incremental policy decisions in normal council <br />deliberations that are consistent with the. plans provisions, (c) to <br />make public capital expenditures and related expenditures consistent <br />with :the principles of the plan, and (d) to exercise the ultimate <br />review and <br />adoptiigi of all: onginaI plan provisions and amendments <br />to the plan forwakded to the Council by the Planning Commission. <br />1.4 Relationship of Other Municipal Bodies and Citizens. to the Plan <br />Beyond .guiding the actions Qf the City Planning. Commission and the <br />City Council, the plan :is designed to be an educational device <br />designed to convey to all people in Gem Lake_ the manner in which <br />the City i&desired to develop.
