4.: SUMMARY OF THE COMPREHENSIVE MUNICIPAL PLAN. <br />The principal intent of this chapter is to summarize in one place all of the <br />principal plan recommendations and policies embodied in the Comprehensive <br />Municipal Plan of Gem Lake. By summarizing.it is hoped that the very diverse <br />subject matter covered in the Plan can. be seen as a highly related set of <br />proposals. The succeeding Chapters (5, 6, and 7) of this document present <br />in greater detail the underlying conditions and rationales leading to the <br />development of specific plan and policy recommendations for the various <br />elements of the Comprehensive Plan. <br />The Comprehensive Plan Map <br />The Comprehensive Municipal Plan of Gem Lake consists principally of policies <br />intended to guide the future physical development and redevelopment of Gem Lake. <br />These policies are clarified by tables and maps presented in this document. The <br />most significant of these is the "Comprehensive Municipal Plan Map" (Figure 4) <br />which represents in diagrammatic form some of' the key physical development <br />policies of Gem Lake. The Plan Map indicates. the desired physical development <br />state of the community in 1990. The Plan Map displays the following policies: <br />(a) the desired locations and intensities of residential development, (b) the <br />desired locations and types of commercial development., (c)the roadway system, <br />and (d) conservancy protection areas. <br />Land Develooment Policies <br />1. The dominant share of total land within Gem Lake should. be residential <br />property at the community's ultimate development. stage. <br />2. Most new development within Gem Lake is to be in. the form of low density <br />housing (approximately 0.3 to 1.0 dwelling units per net acre). <br />3. Planning decisions will be made based on a community population of <br />approximately 700 persons in 1990., and 1200 ultimately (in 20 years). <br />4. Commercial development is to be contained within areas presently zoned <br />for such development. <br />5. Additional convenience retail commercial development service City residents <br />is encouraged. <br />5. All industrial uses except those which would be compatible within presently <br />.zoned commercial districts are discouraged. <br />7. The present acreage of semi-public open. space will be maintained.. (Currently <br />a commercially run golf course is the. only such open space.)
