B. Preservation of the water body called "Gem Lake" and its attendant <br />wetland areas will be supported by ordinances restricting activities <br />that would undermine its value. Activities such as providing addi- <br />tionai surface water run-off, filling or dredging of wetlands, and <br />cutting of trees will be carefully regulated. <br />9. A substantial improvement in the City's housing stock. is encouraged. <br />10. Low income housing within the City is not encouraged due to the lack <br />of good public transportation to places of employment, restrictions <br />on housing density consistent with the goals of a rustic environment, <br />and limited community services. <br />Transportation Policies <br />1. <br />Gem Lake supports the <br />study of an <br />improved connection of Otter Lake <br />Road and County Road <br />'T". <br />Z. <br />Future private roads <br />serving more <br />than one property will be discouraged. <br />3. <br />Accommodating through <br />traffic on <br />new streets will be discouraged. <br />4. <br />Future streets should <br />be designed <br />to discourage additional surface <br />water run-off into "Gem. <br />Lake" and <br />its attendant wetlands. <br />5.. Gem Lake will cooperate with other communities in surveying improved <br />public transit service.. <br />6. Existing air space regulations will be routinely considered as part of <br />the community's development review process. <br />Comnunit Facilities and Services Policies. <br />I. Long -tern. commitments. with adjacent local units of government for (a) <br />police protection,. (b) fire protection, and..(c) road maintenance are <br />supported. <br />2. As the community develops a pa.rt-ti.me and ultimately a full -time City <br />Official will be employed. <br />3. Sanitary sewers will be extended to developing portions of the community <br />as required and where severe soil limitations disallow the installation <br />of on -site systems in accordance with a Comprehensive Sewer Plan prepared <br />by M. W. Carle and Associated (196.9 revised 1972 and 1981) which is: based <br />on full deveiapment of present zoning., even though such full develop- <br />ment is not expected to occur until after the year 1990. Pending the <br />installation of such sewers, the City will move promptly to. adopt a <br />modern on -site sewage disposal ordinance consistent with the Minnesota <br />Pollution Control Agency's Regulation WPC-40., and which will call for <br />adequate installation,. maintenance, inspection and monitoring. <br />5011 <br />
