S. LAND USE PLAN <br />The policies as established. for the land use component of the Comprehensive <br />Municipal Plan are based. principally on three community goals: (1) The. residents of <br />Gem Lake desire to preserve and maintain. s "rustic" environment in a naturai <br />setting, (2) The residents of Gem Lake desire to create and maintain a high quality <br />man-made environment, and (3) The residents of Gem Lake wish to contain future <br />commercial development within the community. <br />Land Committed to Urban Development <br />The generalized characteristics of existing land development as it currently exists. <br />in Gem Lake are described in Chapter 2 of this plan report. These developed land <br />uses comprise approximately 1/4 of the total land acreage within Gem Lake. This <br />would :suggest that the City is largely undeveloped and that a substantial change in <br />the existing character of the. City can be expected. In actuality, over half of the <br />City is .already committed to. a certain type of urban development (see .Figure 5).. <br />Bevond existing land .development, substantial acreage is already committed to its <br />"ultimate" or 'long-term" use of the form of (a) roads, (b) undevelopable lakes, <br />ponds, and wetlands., and (c) substantial acreage of platted (but undeveloped) <br />residential land. With the exception of "in -filling'° or redevelopment within the <br />developed portions of the community, most of the new growth within Gem Lake. <br />will necessarily take place in the central portion of the City. Most of the <br />development in this area is. low density residential of high quality in a setting of <br />very high natural environmental character. Recognizing this, many of the land <br />development policies of the City are directed toward insuring appropriate <br />development in this uncommitted area, while at the same time. setting appropriate <br />guidelines for these portions of the community already committed to a particular <br />type of urban development. <br />General Land Development Policies <br />The following policies are intended to augment the previously stated community <br />goals which. specifically referred to land development. These policies are, in turn, <br />intended to be considered as taking precedence over policies listed in. the next <br />section of this chapter which. detail desired development objectives within <br />prescribed "development areas" of the community. <br />1. <br />The dominant share of total land within Gem Lake should be residential <br />property at the community's ultimate deve <br />will constitute approximately E0 percent o <br />l_oment stage.
