COMMUN=Y FACTT��'fi AND SERVICES PLAN <br />The Community Services and Facilities Component of the Comprehensive Municipal <br />Plan is based principally on goal 4 that :establishes desire of the residents of. the <br />community to maintain a Sow profile" government providing a minimum of urban <br />services consistent with the needs of a law density "rustic" community, and goal <br />number 5 which identifies the community's desire to establish Long-term service <br />commitments with other governmental units in the. area. It would be undesirable to <br />maintain a separate municipal commitment for many community services given the <br />relatively small ultimate population planned for the community. <br />Policies fora number of critical urban facilities and services are identified in this <br />chapter. Many of these policies are indirectly or directly expressed in the previous <br />chapters outlining the Land -Use Plan and the Transportation Plan. A summary of <br />these policies follows. <br />Protection, Maintenance, and Professional Staffing <br />Police. Currently the City receives police protection on a contractual basis from <br />Ramsey County. As the population of Gem Lake increases, there will be a need to <br />increase police surveillance. Policy: The City of Gem Lake will seek to combine <br />with other governmental units in the area in developing a high quality sub -regional <br />police force. <br />Fire. Protection. The City of Gem Lake currently contracts with the City of White <br />--. Bear Lake for fire protection services being charged a base: rate plus a fixed charg <br />seek a longer term comme <br />per fire occurrance. Policy: The City will commitment by an <br />association either with Vadnais Heights or White Bear Lake. Fire protection <br />services might be charged on. an annual basis based on. reasonable criteria such as <br />assessed property valuation. <br />Road :Maintenance. Only 0.8 miles of roads -are maintained under Gem Lake <br />jurisdiction. There. are an additional. 0.3 miles of semi-public streets which are <br />privately maintained. Policies: fay The City will:dscourage future private roads in <br />order to assure a uniform construction and maintenance standard. (b) The City will <br />continue to contract for road maintenance. <br />Professional Assistance. There are no full time employees of the City of Gem <br />Lake. All professional assistance including lawyers, engineers, and planners are <br />retained on a contractual basis. Policies: (a) As the City grows, a part-time, and <br />s ultimately a full-time City Official will be employed to handle day to day civic <br />CR <br />
