<br />City of Gem Lake Comprehensive Plan Page 14 <br />4.3.3 Quality of New Construction and Maintenance of the <br />Existing Man-Made Environment <br />Consistent with the goal of having a high quality and aesthetic man-made environment, <br />the City of Gem Lake intends to help ensure that all development within the community is <br />based on high standards spelled out in implementation controls and procedures. The City <br />further intends to help ensure high quality maintenance of existing man-made structures <br />(e.g., facades, signage, etc.) by vigorous enforcement of regulatory controls. These <br />controls include, but are not limited to, subdivision, zoning, housing, building code, sign, <br />landscaping, and tree preservation regulations. It is anticipated that these measures may <br />be resisted by some land developers, community residents, and the business community. <br />These resistances must be met, however, so that a high quality environment can be <br />maintained for all residents. <br />4.3.4 Provisions for Public Utilities <br />4.3.4.1 Sanitary Sewer <br />Sanitary sewers are being installed in the neighborhoods of the City of Gem Lake as <br />requested by the residents of a designated area and as piping and facilities allow. The <br />City of Gem Lake has a city sanitary sewer system presently serving 85 property owners. <br />(The breakdown includes 35 business and 50 residential customers.) These services are <br />being installed in accordance with the sewer plan of the city and its relevant ordinances. <br />Sanitary sewers are being installed to help promote the desirability of the residents to <br />maintain a high quality environment. <br />In the areas of the City were sanitary sewers are not currently available; measures are <br />being taken to help ensure high quality, individual, and on-site facilities are installed and <br />regularly inspected. <br />4.3.4.2 Water <br />Public water system piping has been extended to the commercial district of the City and <br />locations where water might be obtained from adjacent communities with public water <br />systems are identified in the water plan. It is the intention of the City that public water <br />should be installed in all commercial and retail business areas as soon as possible. <br />Water mains will be proposed and should be constructed as the roads in the City are up- <br />graded. Hydrants for fire fighting should be installed as part of each neighborhood <br />expansion. <br />4.3.4.3 Storm Sewer <br />Storm sewers are not currently used in the City of Gem Lake except in recent housing <br />developments. All of the city streets presently have a “rural road profile” which allows for <br />ditches on each side to handle storm water. Storm sewer systems will be needed in the <br />commercial and retail business districts of the City as they develop. Storm sewer water <br />should be pre-treated as close a possible to the source. <br />Engineered storm water systems will need to be installed in all commercial and <br />residential areas as they are developed or re-developed. <br />Storm water routed to the water body called Gem Lake needs to be pre-treated and <br />limited in quantity as Gem Lake does not have an outlet and large quantities of storm <br />water routed to this water body might cause flooding of land areas close to the lake.
