<br />City of Gem Lake Comprehensive Plan Page 15 <br />4.3.5 Service Agreements with Cooperating Governmental Units <br />Cooperative service agreement with other municipalities is a cost effective and efficient <br />arrangement for smaller cities. Gem Lake will work to secure long-term service packages, <br />with these factors in mind. Currently, the City of Gem Lake cooperates with White Bear <br />Township for City Administration services. <br />4.3.6 Public or Semi-Public Open Space and Recreational Areas <br />There are no publicly held open or recreational spaces within Gem Lake at this time. The <br />only recreational open space facility within the City is a private golf course. It is City’s <br />desire to have the golf course property remain recreational in nature. Although there are <br />recreational facilities in adjacent communities and in nearby regional recreational <br />facilities, there may be a need in the future for small neighborhood “parks” within Gem <br />Lake. <br /> <br />
