<br />City of Gem Lake Comprehensive Plan GEMLK 140643 <br />Page 66 <br />Area, as identified in a Met Council approved a comprehensive sewer plan, developers <br />will place any SSTS systems where they can later be most cost effectively connected to <br />the public sewer system, when it becomes available. <br />No preliminary plat shall be approved by the City of Gem Lake City Council, unless the <br />engineer makes a favorable recommendation regarding the ability of each lot to <br />accommodate a satisfactory SSTS. A system permit, obtained from the administrator, is <br />required for any installation or renovation of an SSTS. No building permit for any building <br />including the installation or renovation of an SSTS shall be issued until a system permit <br />for the involved facility has been approved. <br />There are currently 106 SSTSs in operation within the City as of July 28, 2020 shown in <br />Figure 7.6. There are no known currently nonconforming SSTSs in Gem Lake. The city <br />ordinance provides for an inspection of all SSTS by a professional to take place every <br />year. The City hires an outside consultant to perform this service. Computer records are <br />maintained as to which property owners have SSTS. At the time of the inspection the <br />inspector will make sure that the SSTS is in proper working condition. The inspector will <br />provide maintenance tips to the property owner to keep the system in proper working <br />condition. If the SSTS is found to be in need of repair, the inspector will review the repair <br />or replacement needs with the property owner. The inspector will also notify the City for <br />tracking and inspection of the repairs or replacement whichever is required. All SSTS <br />records are kept at the City. <br />The City of Gem Lake has instituted an inspection program for SSTS. The initial <br />inspection is to determine if installation or renovation has been accomplished in <br />compliance with Chapter 7080 or 7081 of the Minnesota Rules and with the Gem Lake <br />Subsurface Sewage Treatment System Ordinance. The City’s inspector shall inspect any <br />individual SSTS at other times with a receipt of a complaint or other notice of system <br />malfunction. <br />It is the responsibility of the owner of any premises using an SSTS, for which a permit <br />has been issued, to provide for the periodic maintenance by a qualified septic system <br />company. Reports of the maintenance should be submitted to the Department. <br />It is the duty of the Department to create, update and maintain an accurate inventory of <br />each SSTS for which permits have been issued within the City of Gem Lake. The <br />inventory should include location, system description, renovation description and <br />maintenance reports. The City may inspect any system it deems necessary as a result of <br />the reporting program. The City, at cost to the land owner, has each and every SSTS <br />inspected every year. Any system which fails the inspection must be renovated or <br />replaced. Ordinance 67D defines the inspection and maintenance routines. <br />7.3.3.2 Ordinance 64E – Municipal Sanitary Sewer System <br />Ordinance 64E is designed to regulate the operation of the municipal sanitary sewer <br />system. The ordinance contains language that does the following: <br />• Regulates connections to be made to the municipal sanitary system <br />• Establishes regulations as to type and kinds of waste that may be disposed of in <br />the municipal sanitary sewer system <br />• Prohibits the discharge of any type or kind of surface waters into the municipal <br />sanitary sewer system. Also prohibits the connection of sump pumps, rain <br />leaders, and passive drain tile to the sanitary sewer system. <br />• Prescribes rates and charges for sewage disposal services
