<br />City of Gem Lake Comprehensive Plan GEMLK 140643 <br />Page 67 <br />• Provides for the issuance of permits for and supervision of all connections to the <br />municipal sanitary sewer system <br />• Prescribes certain materials and methods to be used for said connections <br />• Provides for licensing of sewer contractors <br />• Prescribes penalties for the violation of the provisions of this ordinance <br />City Ordinance 129 (attached in the appendix) requires the disconnection of existing <br />foundation drains, sump pumps, and roof leaders from the sanitary sewer system. The <br />timing of the possible expansions would depend on funding and need. The first priority <br />would be to connect all commercial establishments to public sanitary sewer. A second <br />priority would be properties where soil or topographic conditions make the installation of <br />an ISTS difficult. <br />7.3.3.3 Current and Future Measures to Mitigate I/I <br />The City of Gem Lake does not employee full time utility maintenance personnel to <br />perform daily operation and maintenance on their sanitary sewer collection system. The <br />City relies on contractors to perform the work needed to maintain the collection system <br />through recommendations provided from their City engineer. The City of Gem Lake does <br />not perform routine cleaning and closed-circuit television (CCTV) inspection but has <br />contracted with a contractor to provide cleaning and CCTV television to reduce the <br />potential for sewer backups and identify potential maintenance and I/I issues. <br />Since Gem Lake is not directly metered by the MCES and no metering data is available <br />for the sanitary sewer in the City, it is difficult to accurately estimate the quantity of I/I <br />currently present in the system. It is assumed that the amount of I/I present in the system <br />is relativity low since the majority of Gem Lake’s sanitary sewer system was constructed <br />fairly recently with PVC pipe or was recently lined with the exception being the small <br />amount of pipe serving a few properties in the East Sewer District. There were 75 houses <br />built in Gem Lake before 1970 according to US Census data, this is about 1/3 of the total <br />houses in the City and some of these properties may be connected to the sanitary sewer <br />system. To date the City has not performed any evaluation of these service connections, <br />however, the City will be doing an inspection of all the manholes in 2020, repairs in 2021, <br />and will be flushing and televising the entire system in 2021. An analysis of I/I <br />susceptibility will be performed for these pre-1970 connections as a part of this project. <br />After inspection of the televising data, the City will begin an I/I investigation project that <br />will include metering the sanitary sewer to quantify I/I during storm events. The planning <br />level cost estimates for these projects is included as Table 7-6 below. <br />As part of a routine maintenance program, the City of Gem Lake contracts for manhole <br />inspection, sewer cleaning and CCTV inspection to inspect their entire sanitary sewer <br />collection system. Over the past ten years of inspection program, the following issues <br />have been found in the collection system. <br />• Minor sag and gas service through the pipe <br />• Pipe cracks, roots, and poor joints in sections <br />• A root blockage, debris and joint failure in an isolated section of the pipe <br />• Manhole lids which allow storm water to enter the system <br />• Manhole casting rings are deteriorated and in need of repair <br />Sewer rehabilitation in past years has included the following remedial measures which <br />includes manhole replacement to reduce the potential for I/I entering the sanitary sewer <br />collection system.
