intends to help ensure high quality maintenance of existing man-made structures (e.g., <br />facades, signage, etc.) by vigorous enforcement of regulatory controls. These controls <br />include, but are not limited to, subdivision, zoning, housing, building code, sign, landscaping <br />and tree preservation regulations. It is anticipated that these measures may be resisted by <br />some land developers, community residents, and the business community. These resistances <br />must be met, however, so that a high quality environment can be maintained for all residents. <br />Provisions for Public Utilities <br />Sanitary Sewer: Sanitary sewers are being installed in the neighborhoods of the City of <br />Gem Lake as requested by the residents of a designated area and as piping and facilities <br />allow. The City of Gem Lake has a city sanitary sewer system presently serving 85 property <br />owners. (The breakdown includes 35 business and 50 residential customers.) These services <br />are being installed in accordance with the sewer plan of the city and its relevant ordinances. <br />Sanitary sewers are being installed to help promote the desirability of the residents to <br />maintain a high quality environment. <br />In the areas of the City were sanitary sewers are not currently available; measures are being <br />taken to help ensure high quality, individual, and on -site facilities are installed and regularly <br />inspected. <br />Water: Public water system piping and locations where water might be obtained from <br />adjacent communities with public water systems are identified in the water plan. It is the <br />intention of the City that public water should be installed in all commercial and retail business <br />areas as soon as possible. Water mains will be proposed and should be constructed as the <br />roads in the City are up -graded. Hydrants for fire fighting should be installed as part of each <br />neighborhood expansion. <br />Storm Sewer: Storm sewers are not currently used in the City of Gem Lake except in recent <br />housing developments. All of the city streets presently have a "rural road profile" which <br />allows for ditches on each side to handle storm water. Storm sewer systems will be needed in <br />the commercial and retail business districts of the City as they develop. Storm sewer water <br />should be pre-treated as close a possible to the source. <br />Engineered storm water systems will need to be installed in all commercial and residential <br />areas as they are developed or re -developed. <br />Storm water routed to the water body called Gem Lake needs to be pre-treated and limited in <br />quantity as Gem Lake does not have an outlet and large quantities of storm water routed to <br />this water body might cause flooding of land areas close to the lake. <br />Service Agreements with Cooperating Governmental Units <br />Cooperative service agreement with other municipalities is a cost effective and efficient <br />arrangement for smaller cities. Gem Lake will work to secure long-term service packages, <br />with these factors in mind. Currently, the City of Gem Lake cooperates with White Bear <br />Township for City Administration services. <br />Public or Semi -Public Open Space and Recreational Areas <br />There are no publicly held open and recreational spaces within Gem Lake at this time. The <br />only recreational facility within the City is a private golf course. It is City's desire to have the <br />golf course property remain recreational in nature.
