An up -grading of the existing structures in the commercial area along the east side of <br />Scheueneman Road between County Road E and U.S. Highway 61 would also be <br />encouraged. <br />Quality of New Construction and Maintenance of the Existing Man -Made <br />Environment <br />Consistent with the goal of having a high quality and aesthetic man-made <br />environment, the City of Gem Lake intends to help ensure that all development within <br />the community is based on high standards spelled out in implementation controls and <br />procedures. The City further intends to help ensure high quality maintenance of <br />existing man-made structures (e.g., facades, signage, etc.) by vigorous enforcement of <br />regulatory controls. These controls include, but are not limited to, subdivision, <br />zoning, housing, building code, sign, landscaping and tree preservation regulations. It <br />is anticipated that these measures may be resisted by some land developers, <br />community residents, and the business community. These resistances must be met, <br />however, so that a high quality environment can be maintained for all residents. <br />Provisions for Public Utilities <br />Sanitary Sewer: Sanitary sewers are being installed in the neighborhoods of the City <br />of Gem Lake as requested by the residents of a designated area and as piping and <br />facilities allow. The City of Gem Lake has a city sanitary sewer system presently serving <br />85 property owners. (The breakdown includes 35 business and 50 residential <br />customers.) These services are being installed in accordance with the sewer plan of the <br />city and its relevant ordinances. Sanitary sewers are being installed to help promote <br />the desirability of the residents to maintain a high quality environment. <br />In the areas of the City were sanitary sewers are not currently available; measures are <br />being taken to help ensure high quality, individual, and on -site facilities are installed <br />and regularly inspected. <br />Water: Public water system piping and locations where water might be obtained from <br />adjacent communities with public water systems are identified in the water plan. It is <br />the intention of the City that public water should be installed in all commercial and <br />retail business areas as soon as possible. Water mains will be proposed and should be <br />constructed as the roads in the City are up -graded. Hydrants for fire fighting should <br />be installed as part of each neighborhood expansion. <br />Storm Sewer: Storm sewers are not currently used in the City of Gem Lake except in <br />recent housing developments. All of the city streets presently have a "rural road <br />profile" which allows for ditches on each side to handle storm water. Storm sewer <br />systems will be needed in the commercial and retail business districts of the City as <br />they develop. Storm sewer water should be pre-treated as close a possible to the <br />source. <br />Engineered storm water systems will need to be installed in all commercial and <br />residential areas as they are developed or re -developed. <br />Storm water routed to the water body called Gem Lake needs to be pre-treated and <br />limited in quantity as Gem Lake does not have an outlet and large quantities of storm <br />water routed to this water body might cause flooding of land areas close to the lake. <br />SH4.0 plan assumptions, goals, and issues I page 13 <br />
