Service Agreements with Cooperating Governmental Units <br />Cooperative service agreement with other municipalities is a cost effective and <br />efficient arrangement for smaller cities. Gem Lake will work to secure long-term <br />service packages, with these factors in mind. Currently, the City of Gem Lake <br />cooperates with White Bear Township for City Administration services. <br />Public or Semi -Public Open Space and Recreational Areas <br />There are no publicly held open and recreational spaces within Gem Lake at this time. <br />The only recreational facility within the City is a private golf course. It is City's desire <br />to have the golf course property remain recreational in nature. Although there are <br />recreational facilities in adjacent communities and in nearby regional recreational <br />facilities, there may be a need in the future for small neighborhood "parks" within <br />Gem Lake. <br />SEH4.0 plan assumptions, goals, and issues I page 14 <br />
