developers will place any ISTS systems where they can later be most cost effectively <br />connected to the public sewer system, when it becomes available. <br />No preliminary plat shall be approved by the City of Gem Lake City Council, unless <br />the engineer makes a favorable recommendation regarding the ability of each lot to <br />accommodate a satisfactory ISTS. A system permit, obtained from the administrator, is <br />required for any installation or renovation of an ISTS. No building permit for any <br />building including the installation or renovation of an ISTS shall be issued until a <br />system permit for the involved facility has been approved. <br />There are currently 109 ISTS in operation within the City as of June 26, 2009. The city <br />ordinance provides for an inspection of all ISTS by a professional to take place every <br />other year. The City hires an outside consultant to perform this service. Computer <br />records are maintained as to which property owners have ISTS. At the time of the <br />inspection the inspector will make sure that the ISTS is in proper working condition. <br />The inspector will provide maintenance tips to the property owner to keep the system <br />in proper working condition. If the ISTS is found to be in need of repair, the <br />inspector will review the repair or replacement needs with the property owner. The <br />inspector will also notify the City for tracking and inspection of the repairs or <br />replacement which ever is required. All ISTS records are kept at the City. <br />The City of Gem Lake has instituted an inspection program for ISTS. The initial <br />inspection is to determine if installation or renovation has been accomplished in <br />compliance with Chapter 7080 of the Minnesota Rules and with the Gem Lake <br />Individual Sewage Treatment System Ordinance. The City's inspector shall inspect any <br />individual ISTS when a written complaint signed by two residents of the City of Gem <br />Lake is received. <br />It is the responsibility of the owner of any premises using an ISTS, for which a permit <br />has been issued, to provide for the periodic maintenance by a qualified septic system <br />company. Reports of the maintenance should be submitted to the administrator. <br />It is the duty of the administrator to create, update and maintain an accurate <br />inventory of each ISTS for which permits have been issued within the City of Gem <br />Lake. The inventory should include location, system description, renovation <br />description and maintenance reports. The City may inspect any system it deems <br />necessary as a result of the reporting program. The City, at cost to the land owner, has <br />each and every ISTS inspected every even year. Any system which fails the inspection <br />must be renovated or replaced. Ordinance 61 defines the bi-annual inspection and <br />maintenance routines. <br />Ordinance 64 — Municipal Sanitary Sewer System <br />Ordinance 64 is designed to regulate the operation of the municipal sanitary sewer <br />system. The ordinance contains language that does the following: <br />• Regulates connections to be made to the municipal sanitary system <br />• Establishes regulations as to type and kinds of waste that may be disposed of in the <br />municipal sanitary sewer system <br />• Prohibits the discharge of any type or kind of surface waters into the municipal <br />sanitary sewer system. Also prohibits the connection of sump pumps, rain leaders, <br />and passive drain tile to the sanitary sewer system. <br />• Prescribes rates and charges for sewage disposal services <br />SEH7.0 sanitary sewer system plan I page 47 <br />
