• Provides for the issuance of permits for and supervision of all connections to the <br />municipal sanitary sewer system <br />• Prescribes certain materials and methods to be used for said connections <br />• Provides for licensing of sewer contractors <br />• Prescribes penalties for the violation of the provisions of this ordinance <br />The timing of the possible expansions would depend on funding and need. The first <br />priority would be to connect all commercial establishments to public sanitary sewer. A <br />second priority would be properties where soil or topographic conditions make the <br />installation of an ISTS difficult. <br />Goals and Policies <br />Goals <br />• Maintain the high quality natural environment <br />• Meet water quality standards <br />• Provide a sanitary sewer system that is cost-efficient to the City and which <br />encourages a fiscally responsible development pattern <br />Policies <br />• City to extend sewer mains as needed as shown in Figure 7 - Sanitary Sewer <br />Comprehensive Plan map. The first priority shall be commercial establishments. The <br />second priority will be areas where soil or topographic conditions limit effectiveness <br />of onsite sewage disposal systems. <br />• Onsite sewage disposal systems will not be allowed where there exists a service <br />limitation, such as wetness, low soil percolation and other unfavorable soil <br />conditions. <br />• Further written working agreements with Vadnais Heights and MCES will be sought, <br />as necessary, to coordinate required extension of sewage service to their systems. <br />• Appropriate on -site disposal regulations will continue to be enforced in those areas <br />not served by the centralized sanitary sewer system. Minnesota Department of <br />Health and Minnesota Pollution Control Agency (MPCA) standards for installation <br />of ISTS will be strictly enforced. <br />• The bi-annual inspection of all individual sewage treatment systems in the City will <br />be continued. <br />• Water pollution from onsite treatment systems will be minimized. <br />• All applicable state or federal requirements for sewage effluent will be met or <br />exceeded. <br />• Wastewater generation served by ISTS systems will be required by the City to <br />connect to the public system within one year of the time service is made available. <br />• A capital improvements program, which includes sewer system improvements, will <br />be developed. <br />• Minimum lot sizes adequate to provide for all expected improvements to ISTS <br />systems will be required. This will allow for the installation of two ISTS systems to <br />help ensure space for an alternate system or system expansion, in case of <br />inadequacy or failure. <br />• A continuing education program on the function and maintenance of ISTS systems <br />will be established. <br />• Outside funding sources for programs to locate and upgrade substandard wells and <br />ISTS systems will be sought. <br />SEH7.0 sanitary sewer system plan I page 48 <br />
