Development of the open parcels of land on County Road E <br />(entirely in Gem Lake) also should be mixed use as <br />specified above. <br />An up -grading of the existing structures in the commercial <br />area along the east side of Scheuneman Road between <br />County Road E and Highway 61 would also be encouraged. <br />Quality of New Construction and Maintenance of the <br />Existing Man -Made Environment <br />Consistent with the goal of having a high quality and <br />aesthetic man-made environment, the City of Gem Lake <br />intends to vigorously ensure that all development within the <br />community is based on high standards spelled out in <br />implementation controls and procedures. The City further <br />intends to ensure high quality maintenance of existing man- <br />made structures (e.g., facades, signage, etc.) by vigorous <br />enforcement of regulatory controls. These controls include, <br />but are not limited to, subdivision, zoning, housing, <br />building code, sign, landscaping and tree preservation <br />regulations. It is anticipated that these measures may be <br />resisted by some land developers, community residents, and <br />the business community. These resistances must be met, <br />however, so that a high quality environment can be <br />maintained for all residents. <br />Provisions for Public Utilities <br />A. Sanitary Sewer- Sanitary sewer is being installed in the <br />neighborhoods of the City of Gem Lake as requested by the <br />residents of a designated area and as piping and facilities <br />allow. The City of Gem Lake has a city sanitary sewer <br />system presently serving 85 property owners. (The <br />breakdown includes 35 business and 50 residential <br />customers.) These services are being installed in <br />accordance with the sewer plan of the city and its relevant <br />ordinances. Sanitary sewer is being installed to help <br />promote the desirability of the residents to maintain a high <br />quality environment. <br />In the areas of the city were sanitary sewer is not currently <br />available, measures are being taken to ensure high quality <br />individual on -site facilities are installed and regularly <br />inspected. <br />City of Gem Lake Comprehensive Plan I page 4-4 <br />
