B. Water —Public water system piping and locations where <br />water might be obtained from adjacent communities with <br />public water systems are identified in the water plan. It is <br />the intention of the City that public water should be <br />installed in all commercial and retail business areas as soon <br />as possible. Water mains will be proposed and should be <br />constructed as the roads in the city are up -graded. Hydrants <br />for fire fighting should be installed as part of each <br />neighborhood expansion. <br />C. Storm Sewer — Storm sewers are not currently used in the <br />City of Gem Lake except in recent housing developments. <br />All of the city streets presently have a "rural road profile" <br />which allows for ditches on each side to handle storm <br />water. Storm sewer systems will be needed in the <br />commercial and retail business districts of the city as they <br />develop. Storm sewer water should be pre-treated as close a <br />possible to the source. <br />Engineered storm water systems will need to be installed in <br />all commercial and residential areas as they are developed <br />or re -developed. <br />Storm water routed to the water body called Gem Lake <br />needs to be pre-treated and limited in quantity as Gem Lake <br />does not have an outlet and large quantities of storm water <br />routed to this water body might cause flooding of land areas <br />close to the lake. <br />Service Agreements with Cooperating Governmental <br />Units <br />Cooperative service agreement with other municipalities is <br />a cost effective and efficient arrangement for smaller cities. <br />Gem Lake will work to secure long-term service packages, <br />with these factors in mind. Currently the City of Gem Lake <br />cooperates with White Bear Township for City <br />Administration services. <br />City of Gem Lake Comprehensive Plan I page 4-5 <br />
