Details on these residential areas are provided in the following sections. <br />Single Family Estate Planning Area <br />This planning area comprises the residential use lots, all greater than 5 acres in size, <br />existing in the center of the City of Gem Lake. This land is generally gathered around the <br />north, west and south of the water body called Gem Lake. Some undeveloped lots of this <br />size also exist in various other areas in the center of the City. Most of these areas are <br />blessed with a wooded, rolling and varied topography. Access to these lots is via Goose <br />Lake Road, and a private road off of County Road E. <br />In response to these existing conditions, the following specific policies for this planning <br />area are as follows: <br />A. The continuation of moderately low density residential development (at least <br />2+ acres in size) continues to be encouraged in this planning area. It is <br />possible to have some I acre development in the future along the perimeter <br />throughfares to provide diversity of housing. <br />B. Principal and accessory buildings shall be located in the "Single Family <br />Estate" area so to allow for possible future subdivision to "Executive" or <br />"Single Family Residential" lots. <br />C. In order to maximize the efficiency of municipal water and sanitary sewer <br />service delivery, master planning, clustering or similar land use concepts must <br />be used when sub -dividing "Single Family Estate" land to maximize benefits <br />from community resources. <br />D. Engineered storm water collection/settling areas and discharge rate controls <br />must be added before storm water is allowed to leave this area. <br />E. If sanitary sewer is not available, estate lots must be of a large enough <br />buildable size to support a well and an ISTS system, as well as space for a <br />complete backup ISTS system. <br />F. ISTS systems are not allowed within 150 feet of the shorelines of the water <br />body called Gem Lake, and its attendant wetlands. <br />G. Municipal sanitary sewer should be considered for all homes in this planning <br />area, as feasible. <br />H. Municipal water should be extended into these areas, as feasible. <br />City of Gem Lake Comprehensive Plan I page 5-21 <br />
