H. Prescribes penalties for the violation of the provisions <br />of this ordinance <br />The riming of the possible expansions would depend on <br />funding and need. The first priority would be to connect all <br />commercial establishments to public sanitary sewer. A <br />second priority would be properties where soil or <br />topographic conditions make the installation of an ISTS <br />difficult. <br />Goals and Policies <br />Goals <br />A. <br />Maintain the high quality natural environment. <br />B. <br />Meet water quality standards. <br />C. <br />Provide a sanitary sewer system that is cost-efficient to <br />the City and which encourages a fiscally responsible <br />development pattern. <br />Policies <br />A. <br />It is the policy of the City to extend sewer mains as <br />needed as shown in Figure 7.1. The first priority shall <br />be commercial establishments. The second priority <br />will be areas where soil or topographic conditions limit <br />effectiveness of onsite sewage disposal systems. <br />B. <br />Onsite sewage disposal systems will not be allowed <br />where there exists a service limitation, such as wetness, <br />low soil percolation and other unfavorable soil <br />conditions. <br />C. <br />Further written working agreements with Vadnais <br />Heights and MCES will be sought, as necessary, to <br />coordinate required extension of sewage service to <br />their systems. <br />D. <br />Appropriate onsite disposal regulations will continue to <br />be enforced in those areas not served by the centralized <br />sanitary sewer system. Minnesota Department of <br />Health and Minnesota Pollution Control Agency <br />(MPCA) standards for installation of ISTSs will be <br />strictly enforced. <br />E. <br />The bi-annual inspection of all individual sewage <br />treatment systems in the City will be continued. <br />F. <br />Water pollution from onsite treatment systems will be <br />minimized. <br />City of Gem Lake Comprehensive Plan I page 7-10 <br />
