opportunity for senior and multiple family housing, Gem <br />Lake also needs to explore region wide efforts to provide <br />for more housing diversity. <br />Overcrowding is not a problem in the City of Gem Lake. <br />The majority of houses in the City have three or more <br />bedrooms, which meshes well with the average household <br />size of 3.01 persons. <br />Also, the cost of housing is not excessive as a percentage of <br />household income. The 2000 census shows that median <br />monthly owner cost is $1,210 with a mortgage and $263 <br />without a mortgage. <br />Almost 79% of the households spend less than 30 percent <br />of their income on housing costs. Median rent for non - <br />owner occupied households is $813. All renters spent less <br />than 25 percent of their income on rent. <br />Although there are a great number of employment <br />opportunities within Gem Lake, few residents are also <br />employed here. Of the 69 responses to the last residential <br />community survey, only seven residents stated that they or <br />someone in their family were employed in the city. <br />Housing Goals and Policies <br />The following goals and policies have been established by <br />the municipal government of Gem Lake with regard to <br />housing: <br />A. Continue to encourage low, to very low, density <br />residential development within the existing core <br />area of the City. <br />B. Encourage a better variety of housing by <br />adopting wording in the zoning ordinance <br />allowing for different types of housing <br />(townhomes, villas, row houses etc.) as <br />redevelopment occurs, and in the mixed use <br />areas. <br />C. Encourage the construction of more dense <br />housing along the transit corridors of County <br />Road E and Highway 61. This is where all of the <br />mixed use plan areas are identified. <br />D.
