October' 13th 1959 <br />The first meeting of the Council and Officers of the Village <br />of Gem Lake took place at the Hoffman Corners Hall, on Tuesday <br />October 13th 1959, After the clerk had finished swearing in the <br />officers and pictures had been taken by the representative of <br />the White Bear Press, Mayor Hoffman called the meeting to order <br />at 8:45 PM. <br />The clerk called the council roll - present weve - Mayor <br />Hoffman,Trustees Hansen,Arcand and Gray,Tregsurer Birkeland, <br />Clerk Morgan and all the other officers except Mrs.Bemis. <br />1. The clerk read a report of the first village election held <br />on October 9th 1959. <br />2. The council voted that the Village bank account be placed <br />with the First State Bank of White Bear Lake. <br />3. The clerk turned over to the treasurer the sum of 412.00 <br />in cash received from the filing fees of the officers up <br />for election and a check from Iirs.Jchn Daniels in the amount <br />of W-90 to be used for the purchase of the election supplies. <br />4. The council voted to meet on the third Tuesday of every <br />month - regularly - in the Hoffmans Corners Hall and to <br />pay the sum of �5.00 to the Hall for each meeting. <br />5. Until further notice - annoucements of the meetings will <br />be placed in the White Bear Press. <br />6. Mayor Hoffman stated that he would have made up a bulletin <br />board and have it placed near the Hall entrance to carry <br />local notices to residents. <br />7. Mayor Hoffman reported that the White Bear City Fire Dept. <br />would make up and present to the council a contract for <br />fire protection for the period of one year. <br />8. Mayor Hoffman reported that the Ramsey County Sherifs office <br />would submit to the council a contract for police protection <br />and that he understood that the cost would come to about <br />$1,066.00 per year. <br />9. The council agreed that it would be wise to go along with <br />both fire and police protection as above noted until the <br />village has had sufficient experience to do otherwise. <br />10. The jobs of Building Inspector,Plumbing Inspector and <br />Electrical Inspector were discussed. As no one present <br />knew of any qualified residents for these jobs at this <br />time, it was decided to use the inspectors of the White <br />Bear Township for the time being. The White Bear Press will <br />announce that applicants for these jobs may appear at <br />the next council meeting and submit their qualifications. <br />(It was noted that Francis Arcand might be available and <br />qualified for Buildi and/or Plumbing Inspector - Dick <br />Arcand will find out.1 <br />11. The clerk was aked to find out about bonds for the clerk <br />and the Treasurer. <br />12. Allen Hansen said that he would talk to Haynes about the <br />possibilty out continuing to use his dump. <br />13. The clerk was asked to contact the County Auditors office <br />to find out about procedure for securing village funds. <br />Note; The White Bear Press was represented at the meeting by <br />James Litman - who took notes and pictures which will <br />appear in due course. <br />
