FORTIETH METING - VILLAGE OF GEM LAKE COUNCIL <br />DECEMBER llth 1962 - HOFFMANS CORNERS HALL <br />FIRST HEAhING ON THE VILLAGE PLAN AND ZONING ORDINANCE - AFTER TWO <br />PUBLIC NOTICES IN THE WHITE BEAK FRESS AND SEPARATE NOTICES PLACED <br />IN EACH MAIL BOX BY THE MAYOR. <br />Mayor Hoffman opened the public hearing at 8:10 PM, by introducing <br />Judson Bemis Chairman of the Village Planning Committee to about 40 <br />to 50 residents and mentioned that Howard Dahlgren of Midwest Planning <br />& Research was there to explain the details. <br />Bemis reviewed the history of the village plan, the reasons for having <br />a plan and the reasons for employing a professional planning group, <br />experienced in this particular type of work.He pointed out the nedd for <br />having a basic plan so that the village can be prepared to meet changes <br />and growth in the community as it developer. % e then turned the meet- <br />ing over to Howard Dahlgren. <br />Dahlgren came prepared with extra maps and an easel so that he could <br />explain and demonstrate what he was talking about. He mentioned the <br />procedure which had been followed, first a report on the conditions in <br />the village as they now exist, then a report made with the planning <br />committee on where the village wished to go and what kind of a village <br />the people wanted.He then explained that the Zoning Ordinance and the <br />Subdivision Regulations were the method by which the village could <br />ccntrol its future and follow the direction in ihIch it wanted to go. <br />He outlined the Zoning Districts xxdxkkx with the four residential <br />areas and three business areas, together with lot sizes,frontages, <br />set -backs, permitted uses and special uses. He laid great emphasis on <br />the fact that it was his understanding that this community was not seeking <br />industrial activity, and would therefore not have to consider the services <br />which would be required if it did, and that we could get along with <br />contract services for Fire and Police and did not have to worry about <br />sewer and water problems for many years <br />The residents followed his discussion with maps and zoning text which <br />they had been handed, and the only question raised was by Gil Foster <br />in connection with his Golf Course. Dahlgren approved highly of the <br />golf course 'nd only warned that some trouble had been experienced when <br />par 3 courses had expanded to include bars and restaurants. NK This <br />golf course will come under a special use permi# that can be granted by <br />the Council in R-1 sec. 7.3 <br />Dahlgren finished his discourse ab out 9:15 and there was general <br />conversation for a few minutes. <br />The Mayor then explained to those present that White Bear City was <br />going ahead with its sewer plans and that the sewer would run down the <br />East side of the R.R.Tracks and a possible hook in might be made down <br />by Orcharc Lane, at an estimated cost of $30,000. He also pointed out that <br />if a branch line ran up Scheuneman Road that it might cost fro m �8.00 <br />to $10,00 per front foot and might require bondissues, interest and more <br />taxes. The Mayor asked for a show of hands if anyone on Shheuneman Rd <br />might want a sever connection - the Vote was a unanimous NO, He also <br />mentioned that the merchants in the village might find it wise to get <br />a connection for themselves, which would not inv6lve the village. <br />The hearing was then ad j ou_ .._, -? . <br />
